The U.S. regulatory environment continues to adapt to the realities of the digital economy. The Office of the Comptroller of the Currency (OCC) has granted preliminary approval for the registration of a national bank for the OpenReserve platform. This is a landmark event that underscores the growing recognition of crypto-focused financial institutions at the federal banking supervision level.

Under the terms of the approval, OpenReserve is required to raise start-up capital of at least $210 million. Additionally, during the first three years of operation, the Tier 1 leverage ratio must be maintained at no less than 12%. Such requirements demonstrate the regulator's strict approach to ensuring the financial stability of new players, especially amid the volatility of digital markets.

Hybrid model: traditional banking and tokenized assets

OpenReserve's business model involves integrating classic banking services with innovative blockchain-based products. This refers to tokenized deposits and custodial storage of digital assets. This allows clients to access liquidity in fiat currency while simultaneously leveraging the benefits of decentralized technologies.

Separately, a subsidiary structure is planned to handle the issuance and management of U.S. dollar-backed stablecoins. However, as of now, an application for this subsidiary has not yet been submitted to the OCC. This indicates a phased approach: first the banking license, then issuance activities.

The project's financial backing is also telling. Previously, OpenReserve raised $25 million in a funding round led by venture capital giant a16z crypto. The participation of such an investor strengthens confidence in the project and its long-term prospects.

My analysis: This decision is another step toward legitimizing crypto assets within the traditional banking system. However, it is worth noting that preliminary approval is only the first stage. Meeting strict capital requirements and oversight of stablecoin operations will be a serious test for OpenReserve. If successful, we may see a wave of similar applications from other crypto startups seeking to integrate into the regulated financial space.
