The Republic of Kazakhstan is taking a decisive step from formal cryptocurrency regulation to practical implementation. The signing of three memorandums at once between Binance and key state structures of the country — the Ministry of Artificial Intelligence and Digital Development, the National Bank, and the Astana International Financial Centre (AIFC) — signals the formation of a comprehensive approach to integrating digital assets into the national economy.
Each of the agreements covers its own, yet complementary, segment of the future ecosystem. From pilot projects to everyday payments
The first area of cooperation with the relevant ministry is, in essence, the "brain" of the entire project. It involves developing the regulatory framework, studying the possibility of issuing a stablecoin, and creating infrastructure for digital payments. Deputy Prime Minister Zhaslan Madiev emphasizes that the country is moving to a stage where new technologies must work for the economy, attract investment, and create real digital services. The National Bank and cross-border finance
The second memorandum with the National Bank is work on the "circulatory system" of the future economy. The parties intend to explore the possibility of turning Kazakhstan into a regional payment and fintech hub. AIFC: new investment horizons
The third area is related to the AIFC "Astana" and concerns the expansion of the investment tax residency program. The agreement opens up the possibility of including digital assets in this program, which creates a transparent and regulated environment for attracting international investment using new instruments. AIFC Governor Renat Bekturov sees this as an important step for the development of the country's investment infrastructure, expanding investor access to the opportunities of the centre's ecosystem.
