Binance founder Changpeng Zhao issued an important warning to the authorities of Kyrgyzstan, urging them not to tighten regulation of the digital assets market. His statement was made at a meeting of the National Council for the Development of Virtual Assets and Blockchain Technologies on Issyk-Kul — on the same day President Sadyr Japarov outlined an ambitious goal to turn the republic into a regional hub.
Zhao: Excessive restrictions will scare off innovation
In my assessment, Zhao's position is extremely clear: the regulatory environment must be balanced. He emphasized that Kyrgyzstan's main advantage is political will and openness to dialogue with the technology sector. However, the Binance founder cautioned against creating overly strict or vague norms, which, in his words, would only force innovative companies to move to more favorable jurisdictions.
"Regulation should not only limit risks but also create opportunities," Zhao stated. He insists on transparent, understandable, and technologically neutral rules of the game. He separately highlighted the importance of workforce training — developers, lawyers, cybersecurity specialists, and financial analysts — without whom the sector cannot grow. Zhao expressed readiness to support educational initiatives in the republic.
It is worth recalling that Zhao received the status of public adviser to the president back in May 2025. At that time, a meeting with Japarov discussed the development of virtual assets, cybersecurity issues, and the launch of the digital som. The head of state presented him with the corresponding certificate, and in May 2026, presidential press secretary Askat Alagozov confirmed that Zhao remains the sole public adviser.
Japarov: Kyrgyzstan must become a regional hub
President Japarov, speaking at the same meeting, outlined a strategic direction: to turn Kyrgyzstan into a regional hub for virtual assets and blockchain technologies. He emphasized that the republic is consistently moving in line with global trends, improving its legislative framework, and creating the necessary infrastructure.
According to Japarov, the active development of the market and the emergence of new challenges predetermined the creation of the National Agency for Virtual Assets and Blockchain Technologies. He also spoke about freedom of choice for citizens: every person should decide for themselves whether to use traditional financial instruments or virtual assets. The state's task is to ensure a clear, transparent, and safe environment.
The Council, on whose platform both speeches were delivered, was established by a decree of the head of state dated April 30, 2025. This structure unites the efforts of relevant agencies and external experts, and Zhao's position on the inadmissibility of excessive restrictions directly resonates with the authorities' course toward maintaining the pace of reforms.
My analysis: The alignment of positions between Zhao and Japarov is a rare case for the region where business and government speak the same language. However, the key test will not be rhetoric but practical implementation. Kyrgyzstan has a chance to carve out a niche between stricter regulators and fully liberal zones, but the window of opportunity will not remain open forever. If Bishkek manages to create a predictable legal environment and launch the digital som, the republic could become a real bridge for crypto innovation in Central Asia.
