At the recent meeting of the National Council for the Development of Virtual Assets and Blockchain Technologies on Issyk-Kul, two landmark statements were made that will largely determine the future of Kyrgyzstan's digital economy. On one hand — a call from Binance founder Changpeng Zhao for balanced regulation, on the other — an ambitious goal by President Sadyr Japarov to turn the republic into a regional crypto hub.

Changpeng Zhao: excessive restrictions lead nowhere

Zhao, who received the status of public adviser to the president back in May 2025, once again emphasized the critical importance of preserving the current market dynamics. In my assessment, his position is extremely pragmatic: businesses need not so much concessions as clear and technologically neutral "rules of the game." He rightly warns against overly strict or vague norms, which would inevitably trigger an outflow of innovative companies to more friendly jurisdictions.

The entrepreneur placed particular emphasis on the development of human capital. Without trained developers, lawyers, cybersecurity specialists, and financial analysts, the industry simply cannot grow. In this context, he confirmed his readiness to support educational initiatives in the republic, which I see as an extremely timely step.

Japarov: betting on technological sovereignty

The President of Kyrgyzstan, in turn, outlined a strategic vector: the republic must become a regional center of attraction for virtual assets and blockchain projects. He directly links the development of new digital financial instruments to the country's technological and economic transformation. Notably, he emphasized citizens' right to freedom of choice between traditional and digital assets, and sees the state's task as creating a safe and transparent environment.

Both speeches, in essence, complement each other. The authorities demonstrate an understanding that Kyrgyzstan has already come a significant way in this field, and now the key issue is not to lose the initiative. The creation of a specialized agency by decree of April 30, 2025, is only the first step in the institutionalization of this process.

My commentary: The synchronization of Zhao's and Japarov's positions is a powerful signal for the market. However, the success of the ambitious plan will depend on how quickly abstract "rules of the game" turn into concrete legislative acts. Kyrgyzstan now needs to act proactively in order not to miss the opportunity to become a bridge between East and West in the field of digital finance.
