At the center of this process is Binance, which has signed three strategic memorandums with key state and financial institutions of the republic. These include the Ministry of Artificial Intelligence and Digital Development, the National Bank, and the Astana International Financial Centre (AIFC). These are not fragmented initiatives but a holistic ecosystem covering issuance, payments, and investments.

From theory to practice: digital assets and infrastructure

The first memorandum with the relevant ministry sets the tone for the entire partnership. Binance Kazakhstan and the agency will jointly develop the digital asset market, exploring the potential for issuing a stablecoin in the country. The second document, signed with the National Bank, aims to transform Kazakhstan into a regional payment hub. The parties intend to explore the possibility of locating certain operational functions and infrastructure of Binance within the country. A roadmap has already been developed to implement these plans, providing for the sequential development of payment infrastructure, licensing, and the launch of new products. Deputy Chairman of the National Bank Binur Zhalenov emphasizes the importance of maintaining the reliability and sustainability of the system while introducing innovations—this is the classic balance that distinguishes mature markets from speculative ones.

AIFC: investments and tax incentives

The third memorandum with the AIFC expands the investment tax residency program to include digital assets. This creates a transparent and regulated environment for attracting international capital. AIFC Governor Renat Bekturov sees this step as an important element in developing the country's investment infrastructure. In essence, Kazakhstan is offering investors a unique tool—a legal and tax-efficient way to work with digital assets within a recognized jurisdiction.

My view: Kazakhstan is demonstrating a pragmatism rare for the post-Soviet space by building a comprehensive digital economy.
