Binance has signed three strategic memorandums with key state and financial institutions of the republic — the Ministry of Artificial Intelligence and Digital Development, the National Bank, and the Astana International Financial Centre. These agreements form a holistic approach to the development of the crypto industry in the country.

Digital Assets: From Regulatory Norms to Real Products

The first area of cooperation with the Ministry of Artificial Intelligence and Digital Development is the most ambitious. Binance Kazakhstan will jointly work on studying the potential for issuing a stablecoin within the republic's jurisdiction, as well as on creating infrastructure for payments using digital assets. This involves not only the technological base but also improving tax and judicial approaches, which is critical for legitimizing the industry.

Deputy Prime Minister — Minister of Artificial Intelligence and Digital Development Zhaslan Madiev emphasized that the country is moving to the stage of creating practical solutions. The government's task is to establish conditions under which new financial technologies will drive economic growth, attract investment, and bring about high-quality digital services. Partnership with global technology giants allows accelerating this transition from initiatives to their implementation.

National Bank and New Payment Infrastructure

The second memorandum with the National Bank concerns the development of payment and digital financial infrastructure. The parties intend to explore the possibility of turning Kazakhstan into a regional payment and fintech hub. This includes the potential placement in the country of certain regional operations and functions of Binance, as well as the development of cross-border financial services.

The parties have already developed a "roadmap" providing for consistent work on licensing and launching new payment products. Deputy Chairman of the National Bank Binur Zhalenov noted that the regulator is interested in innovation while maintaining the reliability and sustainability of the entire system. Exchanging experience with international technology companies is the key to developing the payment market.

AIFC and Investment Infrastructure

The third area is the expansion of the Investment Tax Residency Program at the Astana International Financial Centre. The agreement envisions the inclusion of digital assets in the country's investment infrastructure, opening new opportunities for international investors. AIFC Governor Renat Bekturov called this step important for creating a transparent and regulated environment that aligns with global trends.

Three Agreements — One Unified Ecosystem

The key feature of these memorandums is their complementarity. The first area creates opportunities for digital assets and new products, the second for payment infrastructure, and the third for expanding investments.
