During the latest negotiations, three strategic memorandums were signed, covering all key aspects of the future ecosystem: from the issuance of digital assets to the implementation of innovative payment solutions.
First Direction: Digital Assets and Technological Sovereignty
The agreement with the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan lays the foundation for the practical application of digital currencies. This is not just about legal norms, but about creating real infrastructure for the issuance of a stablecoin and the development of payments using digital assets. This implies improving tax and judicial approaches, as well as developing fundamentally new products and services. Second Direction: Payment Revolution through Partnership with the National Bank
The second memorandum with the National Bank of the Republic of Kazakhstan is a signal of deep integration. The parties intend to explore the possibility of hosting certain regional operations and functions of Binance in the country. The key goal is to turn Kazakhstan into a regional payment and financial technology hub. The roadmap includes consistent work on payment infrastructure, licensing, and the launch of new products. Deputy Chairman of the National Bank, Binur Zhalenov, emphasizes the importance of a balance between innovation and reliability, which is critical for trust in any financial system.
Third Direction: Investment and Capital
The third memorandum with the Astana International Financial Centre (AIFC) expands the Investment Tax Residency Program. This will allow digital assets to be included in the country's modern investment infrastructure. AIFC Governor Renat Bekturov sees this as an important step for attracting international investment. Creating a transparent and regulated environment that aligns with global trends will expand investor access to the opportunities of the AIFC ecosystem.
