The authorities of Kyrgyzstan have received an unambiguous signal from one of the most influential players in the global crypto industry. Binance founder Changpeng Zhao, speaking at a meeting of the National Council for the Development of Virtual Assets and Blockchain Technologies on Issyk-Kul, warned the republic against overly strict regulation of the market. In his view, the key task is not to tighten control, but to create clear and technologically neutral rules of the game that will allow businesses to develop rather than seek refuge in other jurisdictions.

Soft regulation is the key to growth

Zhao emphasized that Kyrgyzstan's main advantage is its political will and openness to dialogue with the technology sector. He noted that the country has already established a basic regulatory framework concerning licensing, stablecoins, and tokenization of real assets. However, in his words, "regulation should not only limit risks, but also create opportunities." Too strict or vague norms, the entrepreneur warned, could force innovative companies to move to more favorable jurisdictions. Zhao also addressed the shortage of qualified personnel: sustainable growth of the sector requires developers, lawyers, cybersecurity specialists, and financial analysts. He confirmed his readiness to support educational initiatives in the republic.

The president's ambitions: to become a regional hub

President Sadyr Japarov, speaking at the same meeting, outlined a strategic goal — to turn Kyrgyzstan into a regional hub for virtual assets and blockchain technologies. He stated that the republic is consistently moving in line with global trends, improving legislation and creating the necessary infrastructure. The emergence of new challenges, according to the head of state, predetermined the decision to establish the National Agency for Virtual Assets. Japarov also spoke about freedom of choice for citizens: every person should decide for themselves whether to use traditional financial instruments or virtual assets. The state's task is to provide a clear, transparent, and safe environment for this.

The Council, at which both speeches were delivered, was established by a presidential decree on April 30, 2025. This structure unites the efforts of relevant agencies and external experts. Zhao's position on the inadmissibility of excessive restrictions directly echoes the authorities' course toward maintaining the pace of reforms.

My analysis: The alignment of positions between the Binance founder and the President of Kyrgyzstan is a rare example of synergy between business and government in the post-Soviet space. However, to turn ambitions into reality, the republic will need not only to create attractive legislation, but also to ensure its enforcement, as well as to address the issue of energy infrastructure for mining. Without this, talk of a regional hub will remain merely a declaration of intent.
