The European Central Bank has taken another step toward implementing the digital euro project by signing agreements with two consortia that will provide network connectivity for banks, payment companies, and national regulators to the platform of the future CBDC.

The first consortium brings together the Italian Nexi and the German Deutsche Telekom. The second — the Spanish Telefónica and Indra. This partnership structure creates a competitive environment at the infrastructure layer, which reduces the regulator's dependence on a single provider of technological solutions.

Deployment timeline

The contract with the first group has already come into force as of September and covers the needs of the project's pilot phase. The competing alliance will begin work in May 2027. Both consortia must be ready to service a potential full-scale issuance of the digital euro by 2029.

This distribution of roles reflects the ECB's cautious, phased approach: the regulator is testing integration mechanisms at an early stage while retaining a backup infrastructure provider for subsequent phases. This is especially important given the scale of the task — connecting to a single platform will require coordinated work by dozens of financial institutions across the eurozone.

The choice in favor of European telecommunications and payment companies underscores the region's push for technological sovereignty. Deutsche Telekom and Telefónica have extensive network infrastructure, while Nexi and Indra have expertise in payment systems and digital government services, respectively.

Cryptalist analysis: The formation of two independent infrastructure consortia signals the digital euro's transition from the conceptual phase to the engineering phase, which strengthens institutional confidence in the launch timeline by 2029. For the market, this is an indicator that European authorities view the CBDC as a long-term strategic priority capable of eventually changing the balance of power in retail payments and intensifying competition with private stablecoins.
