On October 28–29, the IX Crypto Summit 2026 was held in Moscow at the MTS Live Hall venue — a key event where representatives of the Bank of Russia, the Ministry of Finance, the State Duma, the Federation Council, and the Ministry of Internal Affairs met with crypto market participants to discuss the conditions for legal operation in the industry. Business received a rare opportunity to influence the formation of future rules, but now companies will have to adapt to new requirements for infrastructure and transparency.
Issues of market access and client protection directly affect investors' interests, but the proposals from summit participants have not yet acquired the status of norms — they still need to undergo expert review. That is precisely why the venue became a space for direct dialogue between regulators and the industry.
What the crypto business discussed with the state
Over two days, the event was attended by more than 8,200 people. Another 2,350 participants used the online broadcast, which allowed them to follow the speeches and discussions remotely. Viewers from Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, and other countries joined the stream.
Over the course of two days, 140 industry leaders on two stages discussed the regulation of digital assets, the development of crypto market infrastructure, mining, investments, and international settlements. The focus was on practical issues of business operations and the formation of clear rules for industry participants.
One of the main events of the summit was the direct dialogue between business and representatives of government bodies. The business program featured the Bank of Russia, the Ministry of Finance of the Russian Federation, the State Duma, the Federation Council, and the Ministry of Internal Affairs of the Russian Federation. Participants had the opportunity to ask officials questions directly from the audience and discuss how new approaches to regulation would be applied in practice.
During the discussions and conversations with journalists, the conditions for legal operation in the crypto market, requirements for its infrastructure, the adaptation of financial companies to new rules, investor access, and client protection were raised. Particular attention was paid to market transparency and operating under external restrictions.
In the exhibition area, crypto industry companies presented their products, equipment, and services. Visitors got acquainted with business solutions, spoke with project teams, and discussed opportunities for cooperation. The general partner of the IX Crypto Summit 2026 was Antarctic Wallet, and the second day concluded with the Crypto Summit Afterparty in the "Millennium" style at VK GIPSY with headliner Dino MC 47.
Work on the initiatives voiced at the summit will continue after the event. The proposals will be submitted for expert review to working groups organized by the Institute for the Development of the Crypto Industry, and based on the results of that work, promising initiatives will be sent to the relevant government bodies. The next event — the X Crypto Summit 2027 — will be held on March 24–25, 2027.
Cryptalist analysis: The format of direct dialogue between regulators and the industry signals a transition of the Russian crypto market from the stage of prohibitions to the stage of institutionalizing rules. For market participants, the key factor becomes readiness for transparency and infrastructure requirements — these will determine who can operate legally. For now, the summit's proposals are advisory in nature, but the very vector of movement toward formalized regulation has already been set.
