The National Bank of Kazakhstan and Binance Investments Co. have taken an important step in the development of the region's digital financial infrastructure by signing a memorandum of understanding. This document formalizes the parties' intention to establish a regional settlement hub in the republic that will service the operations of the global Binance group.

The signing ceremony was attended by National Bank Chairman Timur Suleimenov and Binance founder Changpeng Zhao. The document was also signed by Deputy Chairman of the regulator Binur Zhalenov and Head of Regional Development and Operations at Binance's global office Kirill Khomyakov.

A new hub for international payments

The hub being created will focus on servicing international payments and money transfers, including settlements for transactions involving digital assets of Binance clients from Central Asia, the CIS, and Eastern Europe. This function will become the core of the project, connecting the region's payment infrastructure with the cryptocurrency segment.

The development of such a business in the republic became possible thanks to legislative reforms in the regulation of digital asset circulation. The local central bank highlights the emergence of a new financial market participant — a first-category payment organization — as a separate innovation. The National Bank emphasizes that these changes create additional opportunities for competition and the expansion of global companies, as well as the emergence of new payment and financial services alongside banking ones.

As part of the project, it is planned to establish a corresponding Binance group organization and the necessary infrastructure in Kazakhstan, as well as to obtain a National Bank license for the activities of a first-category payment organization. This will allow part of the group's regional operations to be transferred to the republic and ensure servicing of a significant share of the region's clients through the Kazakhstani jurisdiction.

According to the regulator, the implementation of the project will create conditions for attracting international technological expertise and unlocking the country's export potential in the field of digital financial services. This strengthens Kazakhstan's position as a regional hub for digital financial technologies.

Integration with global infrastructure

The signing of the memorandum is described as a practical step in the development of the country's financial infrastructure. The agreement reflects the agency's consistent work to integrate the republic into the global digital financial ecosystem. This agreement continues a series of arrangements between Binance and Kazakhstani institutions. Previously, the platform signed three memoranda — with the Ministry of Artificial Intelligence and Digital Development, the National Bank, and the Astana International Financial Centre — covering digital assets, payments, and investments.

The project also relies on a broader restructuring of the financial market. The Agency for Regulation and Development of the Financial Market has presented a capital market development program until 2030, providing for exchange self-regulation, simplified listing, and tax incentives for issuers. Against this backdrop, the arrival of a global platform complements the authorities' efforts to build a modern financial architecture.

In parallel, tax infrastructure for retail participants is being developed. Binance Kazakhstan provider has already launched automatic tax calculation for digital asset transactions: the service generates a ready-made document for the 2025 declaration, which tax residents are required to submit by September 15.

The product side of the market is also taking shape. In August 2025, the first spot bitcoin ETF in Central Asia appeared on the Astana International Exchange, backed by physical BTC and available to non-qualified investors. Together with the settlement hub, capital market reform, and tax services, it forms a unified ecosystem in which Kazakhstan claims the role of the region's digital financial center.

Analytical commentary: This step is not merely an expansion of Binance's geography, but a strategic signal for the entire market. Moving regional settlements to a jurisdiction with clear regulation and licensing increases the confidence of institutional players and sets a precedent for other CIS countries. The question now is how quickly Kazakhstan can scale this infrastructure and attract additional liquidity flows to become a real competitor to Dubai and Singapore in this segment.
