The Ethereum Foundation Protocol Cluster has presented its first unified ranking of network improvement proposals (EIPs) for the upcoming Hegota hard fork. Of the 62 initiatives reviewed, only two received the highest priority level S (must-ship): FOCIL (EIP-7805) and Frame Transactions (EIP-8141). This decision is an important signal of which technological directions the team considers fundamental for the next stage of blockchain development.
FOCIL (Fork-Choice Enforced Inclusion Lists) is a mechanism designed to dramatically strengthen Ethereum's resistance to censorship. The essence is that a committee of several validators forms mandatory lists of transactions. If a block producer ignores these lists, attesting validators will reject their block. This directly complicates life for dominant builders who could block individual operations.
The second critical EIP — Frame Transactions (EIP-8141) — moves account abstraction to the protocol level. This makes account verification, transaction execution, and gas payment programmable. The key advantage is cryptographic flexibility: accounts will be able to migrate to new signature schemes without requiring separate hard forks. This property is critically important for abandoning secp256k1 keys vulnerable to quantum attacks in the future.
Quantum threat and tight deadlines
In parallel with defining priorities for Hegota, developers have confirmed an ambitious goal: making Ethereum's base layer fully resistant to quantum attacks by December 2029. This applies to the execution, consensus, and data layers. The cluster emphasizes that the timing of "Q-day" is unpredictable, so they are setting concrete deadlines rather than waiting for clarity.
It is worth noting that the A-tier list (desirable but not mandatory) includes additional EIPs complementing Frame Transactions. For example, EIP-8250 introduces separate nonces for operations with a single sender, opening new possibilities for enhancing privacy. And EIP-8365 is considered the only directly post-quantum proposal that can begin implementation in Hegota without waiting for the full design of a new consensus model.
To achieve the goal by 2029, developers will need to radically accelerate the pace: if Glamsterdam launches in December 2026, then five hard forks will be required before December 2029, with an average interval of only 7.2 months. This means that preparation of subsequent upgrades (I*, J*, K*, L*) must proceed in parallel rather than sequentially.
My analysis: Establishing two clear S-tier priorities is a pragmatic step. The focus on FOCIL and Frame Transactions shows that the team prioritizes decentralization and readiness for future cryptographic challenges, not just scaling. However, such a dense hard fork schedule is a serious risk. Given the complexity and interdependence of these changes, I would not rule out that actual timelines may shift despite all statements about hard deadlines. The market should view December 2029 as an ambitious goal rather than a guaranteed date.
