India temporarily blocks Telegram amid exam material leak scandal
Indian regulators have taken an unprecedented step by temporarily blocking the Telegram messenger across the country. The restriction is in effect until June 22 and is a direct response to a large-scale leak of materials from the National Eligibility cum Entrance Test (NEET), a key exam for admission to medical and dental universities.
Reason for the Block: Organized Fraud via Telegram
The Ministry of Electronics and Information Technology of India initiated this decision based on Section 69A of the relevant Information Technology Act. The formal reason was an official statement from the National Testing Agency (NTA), which revealed that organized criminal groups were actively using Telegram to deceive applicants ahead of the NEET retake exam scheduled for June 21.
Recall that the first round of testing, held on May 3, gathered about 2.2 million participants. However, on May 12, the NTA annulled the results due to a proven leak of exam materials. The incident forced officials to promptly reschedule the tests to June 21.
Strict Measures: Not Just a Block
In addition to the temporary shutdown of the platform, regulators issued another strict demand to developers. Telegram's management was required to completely disable the function of editing sent messages for users in India until June 30. The NTA explained such severe steps as a concern for public order, since criminal networks used the app to manipulate gullible applicants.
"The NTA understands that restricting access by regulatory decision affects hundreds of thousands of citizens who use Telegram for personal, educational, work, and informational purposes, and apologizes for the inconvenience caused. Access will be restricted only until June 22, 2026 — that is, the day after the exam," the statement said.
The authorities are acting decisively to ensure the retake exam on June 21 proceeds without disruptions. To transport exam materials, they have even deployed the Indian Air Force to ensure their delivery.
My analysis: This situation is a vivid example of how centralized platforms, even with a high degree of security, become tools in the hands of malicious actors during periods of heightened social tension. For the crypto community, this is a signal: decentralized solutions and privacy remain critically important, but regulators will seek loopholes for control using any pretext.
