Indian authorities temporarily block Telegram amid exam material leak scandal
Indian regulators have taken unprecedented measures by temporarily restricting access to the Telegram messenger across the entire country. The block will last until June 22 and followed an official request from the National Testing Agency (NTA). The reason is the active use of the platform by organized fraudulent groups to deceive applicants ahead of the repeat NEET medical exam scheduled for June 21.
India's Ministry of Electronics and Information Technology issued a special order, citing Article 69A of the relevant Information Technology Act. This provision allows government bodies to promptly restrict access to various internet resources to protect state sovereignty, security, and territorial integrity.
The situation surrounding NEET has reached a boiling point. The first round of testing, held on May 3, gathered about 2.2 million participants, but on May 12, the NTA annulled its results. The reason was a proven leak of exam materials. In response, officials quickly rescheduled the tests for June 21 and implemented additional security measures, including using the Air Force to deliver assignments.
In addition to the temporary closure of the platform, authorities issued a strict demand to Telegram's developers: completely disable the function of editing sent messages in India until June 30. The NTA explained that criminal networks used this capability to manipulate gullible applicants, promising "guaranteed admission" for a fee.
In an official statement, the NTA acknowledges that the access restriction affects hundreds of thousands of legitimate users and apologizes for the inconvenience caused. However, the regulator emphasizes that the block will last only until June 22—the day after the exam.
The effectiveness of the measures taken will become clear after the repeat testing is completed. However, the precedent itself is telling: the state is ready to take radical steps, including blocking major digital platforms, to protect the integrity of the educational process and combat organized fraud.
