Illinois introduces a tax on cryptocurrency transactions: 0.2% for transfers and storage

Illinois Governor JB Pritzker has officially approved a $55.9 billion state budget, which includes a new tax on digital asset transactions. Starting January 1, 2027, all brokers working with clients in Illinois are required to charge 0.2% of the value of exchanges, transfers, storage, and other cryptocurrency operations. This decision marks another step toward strengthening fiscal control over digital finance in the United States.

The new levy has drawn sharp criticism from leading industry organizations, including the Crypto Council for Innovation and the Digital Chamber, as well as Miles Jennings, head of legal at a16z Crypto. Their main argument is that the tax artificially singles out cryptocurrencies into a separate category, creating a discriminatory regime compared to traditional assets such as stocks, bonds, or derivatives, for which no similar levies are provided.

Experts from BDO USA warn that the tax could affect not only local companies but also firms outside Illinois if their annual revenue from clients in the state exceeds $100,000. This means many cryptocurrency exchanges and platforms operating nationwide would fall under the law's scope. State authorities expect the entire package of tax measures to generate over $800 million in additional revenue in the 2027 fiscal year.

As an analyst, I believe this precedent could become a catalyst for other states seeking similar fiscal experiments. However, such an approach risks undermining trust in the crypto industry, forcing users to seek more friendly jurisdictions or use decentralized protocols, which would complicate regulatory oversight.
