On this day, two key changes come into force simultaneously: the long-awaited law on cryptocurrency market regulation and the full-scale launch of the digital ruble for mass users. The coincidence of these two events is not accidental but a well-thought-out vector for the development of the domestic digital finance sector.
Cryptocurrency Law: Final Touches
The draft law "On Digital Currency and Digital Rights" (No. 1194918-8) has been postponed to autumn. Initially, the mechanisms were planned to launch in the summer, but a huge number of amendments and prolonged discussions between relevant ministries made adjustments. Representatives of the Ministry of Finance confirmed at a legal forum in St. Petersburg that the final text is almost ready, but completing all bureaucratic procedures by mid-summer is physically impossible. The main readings of the document are expected to take place in late July, with approval by the Federation Council and the president's signature taking about another two weeks.
The greatest controversy was caused by the legal development of cross-border payments. The authorities aim to completely eliminate the risks of using cryptocurrency in shadow schemes while simultaneously protecting retail investors' savings from high volatility and fraud. Key points have already been agreed upon: asset purchases will only be possible through certified exchangers from the Central Bank's registry, and the direct use of tokens for paying for goods and services within the country is completely prohibited. Withdrawing assets to a non-custodial wallet is allowed but with a limit of up to 100,000 rubles.
Digital Ruble: A New Era of Payments
Alongside the cryptocurrency law, a large-scale deployment of the digital ruble platform will begin. It will become a legitimate third means of payment alongside cash and non-cash money. The National Financial Council has identified the integration of the new form of money into the economy as a priority task for the banking sector. The technology is already being actively tested: the first commercial transaction within the experiment was successfully carried out by the agricultural firm "Smak-Agro," transferring 125,000 rubles into the system. Deputy Anatoly Aksakov, one of the first participants in the pilot, noted that the payment process with the digital ruble is absolutely identical to regular contactless payment.
Experts urge calm. Rumors about forced pension payments in new denominations or the resetting of savings are unfounded. A new line for opening an account will simply appear in mobile banking apps. Old financial instruments will continue to operate as before — any technology takes root solely due to convenience, not state coercion.
