The country simultaneously enacts a law regulating the cryptocurrency market and begins the mass adoption of the digital ruble. Cryptolaw: Final Version Almost Ready
The adoption of the law "On Digital Currency and Digital Rights" under number 1194918-8 has been postponed to September, although the mechanisms were initially planned to launch in the summer. The adjustment in timing is due to a huge number of amendments and prolonged discussions between relevant ministries. Representatives of the Ministry of Finance have confirmed that the final text is almost ready, but completing all bureaucratic procedures by mid-summer is physically impossible.

Subsequent approval in the Federation Council and signing by the head of state will take about another two weeks. The greatest controversy was caused by the legal development of cross-border payments, as authorities need to completely eliminate the risks of using cryptocurrency in shadow schemes. Lawmakers aim to maximally protect retail investors' savings from increased market volatility and fraudulent activities.
Serious discussions revolved around the rules for storing purchased assets. The early version of the bill recognized exclusively the custodial method, where keys are stored with a licensed depository, and the user has limited access to the wallet. Ordinary citizens will not notice drastic changes, as a new line for opening an account will simply appear in mobile banking apps. Old financial instruments will continue to operate as before, as any technology takes root solely due to convenience, not state coercion. My analysis: The synchronization of the launch of the cryptolaw and the digital ruble is not a coincidence but a well-thought-out step toward creating a unified digital financial ecosystem. However, the key risk lies in excessive centralization: if the digital ruble becomes a mandatory tool for settlements, it could undermine trust in cryptocurrencies as an alternative asset. The market awaits a balance between control and freedom, and the success of this transformation will depend on it.
