Starting September 1, 2026, two key events will come into effect: the launch of mass adoption of the digital ruble and the adoption of the long-awaited law "On Digital Currency." Crypto Law: A Delayed but Inevitable Start
Bill No. 1194918-8, which was supposed to take effect in the summer, has been postponed to the fall. The reason is the enormous volume of amendments and protracted discussions between agencies. Representatives of the Ministry of Finance have confirmed that the final version of the text is almost ready, but bureaucratic procedures cannot be completed by mid-summer. The main readings are expected to take place at the end of July, with final approval and the president's signature taking about another two weeks.
The greatest controversy has been caused by the mechanism for cross-border payments. Authorities aim to completely eliminate the risks of using crypto in shadow schemes, while simultaneously protecting retail investors from volatility and fraud. Key regulatory parameters have already been defined: the limit for a non-custodial wallet will be up to 100,000 rubles, asset purchases will only be allowed through certified exchangers from the Central Bank's registry, and the direct use of tokens to pay for goods and services within the country is completely prohibited.
Digital Ruble: The Third Form of Money Goes Mainstream
In parallel with the crypto law, a large-scale deployment of the digital ruble platform will begin. The National Financial Council has identified the integration of the new form of money as a priority task for the banking sector. Pilot projects have already demonstrated their effectiveness: the first commercial transaction of 125,000 rubles was successfully conducted by the agricultural firm "Smak-Agro," and Deputy Anatoly Aksakov, one of the first test participants, noted the complete similarity of the process to regular contactless payment.
Experts urge not to panic. Rumors about forced pension payments or the cancellation of savings are unfounded. A new line for opening an account will simply appear in mobile banking apps. Old financial instruments will continue to operate as before, as any technology takes root solely due to convenience, not government coercion. A clear example is the Faster Payments System, which conquered the market without administrative pressure.
