Sierra Leone will become the first African country to implement Bhutan's proven blockchain-based digital identity system. This is one of those rare cases where a small state not only uses Western technology but becomes an exporter of its own high-tech infrastructure.

The Ministry of Communications, Technology and Innovation of Sierra Leone, Bhutan National Digital Identity Limited (Bhutan NDI), and the SIGN Foundation have signed a memorandum of understanding. The parties have agreed to jointly develop a national digital identity platform for the African republic. The project is based on open-source code and verifiable credentials that comply with the W3C standard.

Key Participants and Their Roles

Bhutan NDI provides the core open-source framework, SIGN Foundation is responsible for technical implementation and architecture, and the Government of Sierra Leone takes on strategic leadership and overall coordination. A special working group will be established to oversee the initiative's implementation and prepare a phased roadmap.

Former Binance CEO Changpeng Zhao (CZ) publicly noted this initiative. He has no direct business ties with Sierra Leone, but he has substantial experience interacting with Bhutan. As early as December 2024, he met with the King of Bhutan, whose country holds one of the largest Bitcoin reserves. Later, CZ approved the decision of the Bhutanese project Gelephu Mindfulness City to create the first national reserve consisting of several crypto assets: BTC, ETH, and BNB.

Why CZ is Watching Bhutan

Changpeng Zhao's key interest likely lies not in the digital identity technology itself, but in the export of the Bhutanese model. Bhutan NDI is a wholly owned subsidiary of the sovereign fund Druk Holding & Investments — this very organization manages all the kingdom's crypto initiatives. An additional incentive is the presence of BNB in Bhutan's reserves, as this token is closely tied to the entrepreneur's native exchange, Binance.

What Sierra Leone is Adopting

The Bhutanese NDI system is not an ordinary government database, but a decentralized ecosystem based on the principles of self-sovereign identity. The user stores their verified data in a biometric-secured mobile wallet and decides what information to share. Personal data is not collected on a central server, and a person can confirm only a required fact, such as being of legal age, without revealing their full date of birth.

An important factor is the high maturity of the platform. Initially built on Hyperledger Indy, then migrated to Polygon, by 2026 the system will transition to Ethereum to maximize security. For Sierra Leone, this is a ready-made technological solution with international recognition. The Bhutanese NDI is already included in the Global Acceptance Network, allowing local digital credentials to be used legally abroad. A particular emphasis in the partnership is placed on knowledge transfer, so that Sierra Leone's national institutions can independently maintain the platform in the future.

My Expert Commentary: This case is an excellent example of how a small but technologically advanced jurisdiction can become a hub for exporting blockchain solutions to developing countries. CZ's interest here is no coincidence: the successful export of the Bhutanese model of digital sovereignty could indirectly strengthen trust in crypto assets, especially BNB, which is already part of Bhutan's national reserves. This is a signal to the market that government structures are increasingly integrating decentralized technologies into their daily operations.
