The rapid deployment of data centers (DCs) for artificial intelligence needs in Malaysia is putting serious strain on the country's infrastructure. An analysis by the ASEAN+3 Macroeconomic Research Office shows that the region's energy system, water supply, and labor market are under unprecedented pressure.

Water and Energy Footprint of Giants

A single 100 MW data center consumes about 4.2 million liters of water daily — comparable to the consumption of a small town. At the same time, about 80% of all operational data center capacity in Malaysia is concentrated in the state of Johor, creating local overloads. By 2029, the total infrastructure capacity could reach 3–4 GW, requiring large-scale modernization of power grids and water management systems.

Labor Shortage and Infrastructure Imbalance

In addition to resource constraints, the problem of a shortage of qualified specialists is acute. Data center operators need engineers, cooling specialists, and IT infrastructure experts, but the local labor market cannot keep up with demand. This leads to rising wages and a drain of personnel from other industries, exacerbating structural imbalances in the economy.

My expert opinion: Malaysia risks following in Singapore's footsteps, where a moratorium on new data centers was imposed in 2019 due to infrastructure overload. Without strict energy efficiency and water consumption standards, as well as investment in renewable energy, the country will face a sustainability crisis. The AI boom requires not only computing power but also a responsible approach to resources.
