From adopting a framework law to integrating neural networks into its own apparatus, the direction is unequivocally set.
Two Poles of Regulation: Sovereignty and the National Model
The State Duma approved a bill in its first reading, introducing a strict classification of fundamental AI models. The document divides them into two categories: "sovereign" and "national." The former are developed exclusively by Russian legal entities, hosted on domestic data centers, and completely exclude foreign components. The latter allow the use of open licenses but must also comply with Russian legislation and traditional spiritual and moral values.
The new rules apply to both domestic YandexGPT and GigaChat, as well as foreign ChatGPT, Gemini, or DeepSeek. The law regulates the full cycle—from creation to application. At the same time, the government receives the exclusive right to determine measures of state support for IT companies, including financial, property, and information benefits. Mandatory labeling of generated audio and video content is separately stipulated.
40 Services for the State Apparatus: Digitalization in Full Swing
Deputy Prime Minister Dmitry Grigorenko reported the completion of the pilot phase of integrating AI services into the work of government agencies. Currently, 40 different solutions are being actively integrated into government structures. The programs already process data arrays many times faster than humans, automating routine procedural decisions. Scaling to all structures is a matter of the near future.
Neural Networks for Communications: Speed to Increase by 30%
The Ministry of Digital Development is simultaneously preparing amendments to create national AI platforms for managing communication networks. The algorithms will be responsible for dynamic distribution of the radio frequency spectrum, forecasting network load during peak hours, and optimizing the operation of base stations. Initial operator tests have already shown impressive results: data transfer speeds increased by 20-30%, and signal delays decreased by 50%.
Conflict with the Creative Industry: Copyrights Under Threat
The speed of the law's adoption has exacerbated a long-standing conflict with rights holders. The bill was introduced on June 25 and reviewed on July 7—the market had virtually no time to prepare. The key stumbling block is a provision allowing the free use of texts and images for training models if the developer obtained a legal copy or found the content in the public domain. According to the authors of the appeals, this will turn the country into a "free hub for training neural networks." Creative unions demand transparent licensing conditions and official participation in preparing amendments for the second reading.
My analysis: Russia is betting on total state monopolization of AI infrastructure, which will inevitably create serious risks for innovation and international competitiveness. A balance between sovereignty and efficiency will only be found if dialogue with the market becomes real, not formal. For now, we are seeing an attempt to build a "digital fortress," where the state is both the legislator, the judge, and the main user.
