President of Kazakhstan Kassym-Jomart Tokayev has officially enacted a decree aimed at forming a "modern and transparent ecosystem of digital financial services." This document, prepared by the Ministry of Artificial Intelligence and Digital Development in collaboration with the National Bank and the Astana International Financial Centre, marks a systematic approach to regulating the crypto industry in the country.
A key element of the decree is the development of mechanisms for using digital assets and stablecoins in cross-border settlements. The authorities aim to provide businesses with additional channels for export-import operations, which is particularly relevant amid global economic instability. This creates a precedent for the legal and regulated use of cryptocurrencies in international trade.
A separate section is dedicated to bringing crypto asset transactions into the legal framework. Among the measures are the voluntary disclosure of digital assets previously held on foreign unregulated platforms and their transfer to platforms of domestic providers. For individuals, exemption from personal income tax on income from operations through regulated Kazakh infrastructure is provided. This is a powerful incentive for legalization and capital attraction.
The decree also includes a mechanism for using associated petroleum and natural gas at fields for autonomous electricity generation. These resources can be directed towards cryptocurrency mining if they are not required for state needs. This decision not only optimizes energy consumption but also creates additional incentives for the development of mining in the country.
In addition, the document provides for the development of tokenized financial instruments and a national trade blockchain infrastructure. The implementation of initiatives will be enshrined in a separate action plan with specific deadlines and responsible executors.
My analysis: This decree is a logical continuation of the recent initiative by the Central Bank of Kazakhstan to form a state crypto reserve worth between $500 million and $1 billion. Together, these steps form a comprehensive legal and economic framework for integrating digital assets into the country's financial system. Kazakhstan is confidently positioning itself as one of the leaders in regulating the crypto industry in the post-Soviet space.
