President of Kazakhstan Kassym-Jomart Tokayev has signed a strategic decree aimed at stimulating and developing the digital asset industry. This document marks a transition from fragmented regulation to the formation of a holistic and transparent ecosystem of digital financial services in the republic.
Cross-Border Settlements and Asset Legalization
A key element of the decree is the development of mechanisms for using digital assets and stablecoins for cross-border settlements. The authorities intend to provide businesses with additional, regulated channels for export-import operations, which is particularly relevant under sanctions pressure and the need to diversify financial flows. A separate mechanism is outlined for the voluntary disclosure of digital assets previously held on foreign unregulated platforms, followed by their transfer to platforms of local licensed providers. This is a step towards capital "amnesty" and its integration into legal circulation.
Tax Incentives and Energy for Mining
For individuals, an exemption from individual income tax on income from digital asset transactions conducted through regulated Kazakh infrastructure is provided. This measure is intended to encourage citizens to switch to official platforms. Another important provision concerns mining: the decree allows the use of associated petroleum and natural gas at fields for autonomous electricity generation, which can be directed towards cryptocurrency mining if these resources are not needed for state needs. This simultaneously addresses the problem of gas utilization and energy supply for mining capacities.
Tokenization and Infrastructure
The document also includes the development of tokenized financial instruments (RWA) and the creation of a national trading blockchain infrastructure. Kazakhstan aims to become a regional hub for digital assets, offering not only mining but also financial services. I recall that in the fall of 2025, the country's central bank already announced the formation of a state crypto reserve worth between $500 million and $1 billion, which underscores the seriousness of the authorities' intentions.
My analysis: Kazakhstan is consistently transforming into one of the leaders of the regulated crypto industry in the post-Soviet space. The combination of tax incentives, legalization of "gray" capital, and the use of energy resources for mining creates a unique competitive environment. However, success will depend on the speed of the decree's implementation and the willingness of businesses to trust the new rules. If the mechanisms work, we will see a significant inflow of capital and hashrate into the region.
