Kassym-Jomart Tokayev has officially approved a decree aimed at stimulating and developing the digital asset industry in Kazakhstan. The document, developed by the Ministry of Artificial Intelligence and Digital Development jointly with the National Bank and the Astana International Financial Centre, aims to create a "modern and transparent ecosystem of digital financial services." This is a crucial step for the republic, which seeks to take a leading position in the regulated crypto space in the post-Soviet region.
Key Provisions of the Decree: Cross-Border Settlements and Tax Incentives
One of the central points of the decree is the development of mechanisms for using digital assets and stablecoins in cross-border settlements. The authorities intend to provide businesses with additional channels for export-import operations operating within a strict legal framework. This creates an alternative to traditional bank transfers, especially relevant under sanctions restrictions.
Special attention is paid to bringing crypto asset operations out of the grey zone. The decree provides for the voluntary disclosure of digital assets previously held on foreign unregulated platforms, followed by their transfer to the platforms of Kazakhstani providers. For individuals, this is accompanied by a significant tax incentive — exemption from individual income tax on income from operations through regulated infrastructure. This measure is intended to stimulate a massive inflow of capital into the legal sector.
Mining and Tokenization: New Economic Drivers
A separate block of the decree concerns cryptocurrency mining. It is now permitted to use associated petroleum and natural gas at fields for autonomous electricity generation, which can be directed towards digital currency mining — provided that these resources are not required for state needs. This is an effective solution to the problem of associated gas utilization and, simultaneously, support for the energy-intensive industry.
Equally important is the development of tokenized financial instruments and national trade blockchain infrastructure. This opens the way for the issuance of real-world assets (RWA) in digital form and the creation of a local platform for their circulation. The implementation of all initiatives will be enshrined in a separate action plan with specific deadlines and responsible executors.
My analysis: This decree is not just a formality, but a well-thought-out strategy for integrating the crypto industry into Kazakhstan's economy. Given the recent announcement about the formation of a state crypto reserve of up to $1 billion, the republic demonstrates a consistent course towards regional leadership. If tax incentives and legal protection work effectively, Kazakhstan could become the main hub for legal crypto operations in Central Asia, attracting capital from countries with less friendly regulations.
