The Russian cryptocurrency market is entering a transitional period that will fundamentally change the rules of the game for all participants — from retail investors to miners and arbitrageurs. My analysis shows that three key dates await us, each marking a new stage of regulation.
May 24, 2026: EU Sectoral Ban
The first important milestone has already arrived. On May 24, the 20th package of European Union sanctions came into force, imposing a complete ban on European entities from conducting any transactions with Russian crypto services. This means that for a European counterparty, any crypto service established in Russia becomes toxic. Moreover, the 21st package has already been presented, targeting third-country platforms that help circumvent these restrictions. Kyrgyzstan is already under a countermeasure mechanism, and its Ministry of Justice has suspended the activities of a number of legal entities with high sanctions risk.
September 1, 2026: The "Digital Currency" Law
The second critical date is September 1, 2026, when the specialized "Digital Currency" law is expected to come into effect. From this point onward, the purchase and sale of cryptocurrency will only be possible through licensed intermediaries from the Central Bank's register. For unqualified investors, testing and limits are introduced: in the first version — 300,000 rubles per year per intermediary, and by the second reading, an increase to 600,000 rubles per month is being discussed. The most important aspect is the withdrawal of cryptocurrency. The first reading allows withdrawal only to the account of a licensed foreign organization, while transfer to one's own non-custodial wallet is not provided for. However, Deputy Dmitry Novikov has introduced an amendment that could allow such a withdrawal, but it has not yet been adopted.
July 1, 2027: Criminal Liability
The third date — July 1, 2027 — will be the point of no return. From this moment, any cryptocurrency transaction outside a licensed intermediary will be considered a violation with administrative and criminal liability. Articles of the Criminal Code on the illegal organization of digital currency circulation have already been adopted in the first reading: for large-scale damage or income — from a fine of 100,000 rubles to four years of imprisonment, and for particularly large amounts and organized groups — up to seven years with a fine of up to 1 million rubles. At the same time, administrative fines for exchangers have been introduced: for officials — from 30,000 to 50,000 rubles, for legal entities — from 700,000 to 1 million rubles.
My recommendation to all market participants: assess your turnover right now and choose one of three paths — integrate into the licensed system, operate under the umbrella of a licensee, or cease operations. There is no fourth option. Address purity becomes your main asset: one transaction with a "contaminated" counterparty closes the wallet's access to global liquidity, and the trace on the blockchain cannot be erased.
Expert opinion: The Russian crypto market is moving from a gray zone to strict regulation. For honest participants, this is a chance to legalize and gain access to civilized infrastructure. For those hoping to remain in the shadows, time is running out. Keep an eye on the second reading of the bills: that is where the fate of the ability to withdraw to personal wallets is decided, which is critically important for preserving the principles of decentralization.
