President Vladimir Putin has proposed the creation of a fundamentally new strategic planning system — "Gosplan 2.0." This is not just about digitizing outdated processes, but about integrating artificial intelligence into the foundation of public administration. The project aims for a total transformation of approaches to resource allocation and coordination of economic activity.
How will it work?
According to the Ministry of Transport of the Russian Federation, the platform's key function will be the automatic distribution of production capacities among industries. AI algorithms will analyze the efficiency of technological chains, identify "bottlenecks," and propose ways to eliminate them. The system will also take on forecasting needs for equipment, raw materials, and personnel, which is critically important in conditions of resource scarcity.
Special emphasis is placed on coordinating import substitution and identifying priority areas for scientific research. It is expected that the platform will be able to assess in real time which technologies and developments the country needs to achieve technological sovereignty and redirect funding to the most promising projects.
Additionally, "Gosplan 2.0" is designed to integrate enterprises into industrial clusters and cooperation networks. Essentially, developers aim to create a unified digital ecosystem that connects disparate industries into a common network with centralized management based on AI.
Who is implementing the project?
The development is being carried out by a consortium of state and private organizations, including the Ministry for the Development of the Russian Far East and Arctic, the Ministry of Energy of the Russian Federation, and the Presidential Administration. Work has already moved into the practical stage: prototypes of individual modules have been created, and testing and tuning of machine learning algorithms are underway. Simultaneously, organizers are attracting additional experts in AI and big data analysis.
Analyst's comment: This initiative is one of the most ambitious projects in the world for implementing AI in public administration. If "Gosplan 2.0" operates at full capacity, we will witness a unique experiment in creating an algorithmic economy.
