An ambitious project to create a strategic planning system called "Gosplan 2.0," based on artificial intelligence technologies, is launching in Russia. The initiative was proposed by President Vladimir Putin, and the system itself aims at a radical digitalization of state governance and all spheres of society. This is not just modernization—it is an attempt to build a fundamentally new mechanism for managing the economy, where machine learning algorithms and big data analysis play a central role.

How the system will work

According to the Ministry of Transport of the Russian Federation, "Gosplan 2.0" will optimize the distribution of production capacities across industries. The key task is to identify and eliminate "bottlenecks" in technological chains that reduce overall efficiency. The platform will also handle forecasting needs for equipment, raw materials, and qualified personnel.

Special emphasis is placed on coordinating import substitution and identifying priority areas for scientific research. The system will facilitate the integration of enterprises into industrial clusters and cooperation networks, effectively linking disparate productions into a single, manageable network.

Who is behind the development

The project is being implemented by a consortium that includes key state and non-state entities. Among the participants are the Ministry for the Development of the Russian Far East and Arctic, the Ministry of Energy of the Russian Federation, and the Presidential Administration. Work has already moved into the practical stage: prototypes of individual modules have been created, and testing and tuning of machine learning algorithms are underway.

Simultaneously, there is an active search for additional specialists—experts in artificial intelligence and big data analysis. This indicates the serious scale and long-term plans of the project.

My analysis: "Gosplan 2.0" is undoubtedly one of the largest digitalization projects for state governance in the world. However, the key challenge will be not so much the technical implementation, but the quality of the data itself and the willingness of the bureaucratic apparatus to delegate some decisions to algorithms. If the system works as intended, we will witness a tectonic shift in approaches to economic management. In the context of cryptocurrencies and blockchain, it is interesting whether the platform will use decentralized ledgers to ensure supply chain transparency—so far, this has not been reported, but the potential for integration is obvious.
