President Donald Trump personally invited senators to the White House to discuss the CLARITY bill. This move signals the highest level of political support, but the final outcome is still uncertain. The fate of the document, which aims to bring clarity to digital asset regulation, hangs in the balance.
The meeting, scheduled for Thursday, July 16, 2026, will be the culmination of a months-long struggle to pass the law. Senator Bernie Moreno confirmed that advancing CLARITY will be the key topic. According to Senator Cynthia Lummis, one of the initiative's authors, an updated version of the bill is nearly ready. However, the most contentious issue—ethical standards for officials holding crypto assets—has been postponed for now.
Ethical Stumbling Block and Personal Interests
This aspect remains the main point of contention. Democrats insist on restrictions on the personal crypto portfolios of government officials. And their concerns are not unfounded. According to the latest annual disclosure, Trump received $635 million in royalties from memecoins, and sales of World Liberty Financial tokens brought him another approximately $515 million. In this situation, the question of conflict of interest is particularly acute.
Support Numbers and Timeline
Previous voting stages show a high but insufficient level of support:
| Governing Body | For | Against | Date |
| House of Representatives | 294 | 134 | July 2025 |
| Senate Banking Committee | 15 | 9 | May 2026 |
However, final approval in the Senate requires 60 votes. At the committee stage, only two Democrats—Ruben Gallego and Angela Alsobrooks—supported the initiative. Majority Leader John Thune plans to organize a vote before August 7, before the summer recess. Time is critically short.
Ripple Sounds the Alarm: Delays Play into Scammers' Hands
For Ripple, the outcome of the vote is a matter of principle. The company spent four years seeking clarity in court with the SEC over the status of XRP. Chief Legal Officer Stuart Alderoty emphasizes that legal uncertainty continues to harm users' interests.
"A vote against the CLARITY Act means leaving all the old loopholes that scammers have already exploited. This has happened before. We shouldn't step on the same rake again," he stated.
Lauren Belive, head of global policy at the company, echoed similar sentiments. Delaying the adoption of rules preserves dangerous gaps in regulation. It was precisely such gaps that led to the collapse of the FTX exchange.
What CLARITY Proposes and Who Opposes It
The initiative proposes dividing control over the crypto asset market between the SEC and the CFTC. Regulators would gain oversight authority even before tokens enter circulation.
The number of opponents to the law is not decreasing. Senators Elizabeth Warren and Chris Van Hollen believe the new version of the bill weakens user protection rather than strengthening it. Simultaneously, 78 banks demanded a rewrite of rules regarding stablecoin yields. Disputes over developer personal liability are gradually subsiding.
Polymarket traders estimate the probability of the Clarity Act passing in 2026 at just 38%. Interest in the initiative is noticeably declining.
My analysis: Trump's involvement is a powerful political signal, but without a compromise on ethical standards, the bill risks getting bogged down in the Senate quagmire. The market, judging by Polymarket bets, is skeptical. Given the fierce opposition from Democrats and the tight deadlines, the chances of CLARITY passing before the August recess are indeed low. However, if a compromise is found, it would be a historic moment for the entire industry.
