Artificial intelligence has started issuing fines for giant hogweed: the first precedent in the Moscow region.

An artificial intelligence-based digital monitoring system has, for the first time in the Moscow region, automatically fined the owner of a private land plot for overgrowth of Sosnowsky's hogweed. A fine of 150,000 rubles was generated and sent to the violator through the government services portal without human involvement.

This is a landmark event for the entire region. Previously, detecting the weed on private properties was a headache for inspectors: physically reaching every plot was impossible, and owners often went unpunished. Now the process is fully automated and works as follows.

Satellite, drone, and cadastre against the weed

At the first stage, potential hogweed hotspots are detected from satellites. Then AI algorithms take over, analyzing the images, finding the overgrowth, and matching the coordinates with the cadastral map to identify the landowner. To ensure accuracy, the area is additionally surveyed from a drone. In the end, the fine order is generated automatically, and the notification reaches the violator via government services.

The first to fall under the hammer was a company owning an overgrown plot. The logic behind target selection is simple—officials relied on complaints from local residents. As noted by Vitaly Mosin, Minister of Agriculture and Food of the Moscow region, about 70% of all citizen appeals concern private lands, so the main task is to promptly find such areas, identify owners, and take action.

Municipal lands are treated annually, but behind private fences there was previously a zone that inspections simply could not reach. Now this gap has been closed.

Not the worst-case scenario

For owners who ignore the requirements, a second scenario is also provided. If the weed is not eliminated in time, the municipality will carry out the treatment independently and recover the costs from the owner through court or within two months. In Klin, 22 hectares of private land have already been cleared this way, with 14 more areas in the queue.

In parallel, scheduled treatment of municipal territories is underway. The first stage has been completed over an area of 23,500 hectares, and as part of the second stage, more than 18,300 hectares have been re-cleared. All work is planned to be completed by the end of August.

The experience of the Ruza district will serve as the basis for implementing digital monitoring across the entire region. The pilot project has been deemed successful, so a full-scale launch is only a matter of time.

My view: This is a vivid example of how AI technologies are penetrating the most unexpected areas of government administration. For the crypto industry, there is also a lesson here: automated systems based on AI and data analysis are becoming the standard not only in finance but also in regulation. The only question is how quickly such algorithms will begin to be applied in other regions and sectors—and whether citizens are ready for this level of digital control.
