Cryptoadvertising in Russia: a strange transitional period and new rules of the game starting September 1, 2026

The Russian cryptocurrency market is entering the most ambiguous phase of its regulation. Starting September 1, 2026, amendments will come into force that, for the first time in two years, will allow advertising of services related to organizing the circulation of digital currencies. However, a complete ban on promoting the crypto assets themselves, such as Bitcoin or USDT, will remain in effect. This creates a unique legal conflict that will affect all market participants.

The logic of the 2024 ban

Until recently, the answer to the question of cryptocurrency advertising was extremely simple: it is prohibited. Federal Law No. 221-FZ, in effect since August 19, 2024, introduced a broad ban on advertising digital currencies and any related goods, works, and services. The wording was so extensive that restrictions applied not only to exchangers but also to adjacent sectors, including mining. A telling example: the state legalized mining, but the largest advertising platforms, including Yandex.Direct, banned its promotion at the same time. An absurd situation arose: the activity is permitted, but informing consumers about it is not.

Nevertheless, the market adapted. Even in public listings of exchangers in Moscow City, users are openly offered to buy and sell USDT, BTC, and ETH, with rates compared. Market participants continued to operate as if the bans did not exist, which only highlighted the formal nature of the restrictions.

What changes from September 2026

The situation is transforming dramatically. The adopted Federal Laws No. 282-FZ and No. 283-FZ of 04.08.2026 create a regulated framework for organizing the circulation of cryptocurrencies. Now, advertising services for organizing the circulation of digital currencies is permitted, but only for participants included in the Central Bank's registry. At the same time, the ban on advertising the cryptocurrency itself remains: you cannot make BTC the "asset of the week" or urge people to "buy USDT today."

A key feature is the transition period. The new advertising rules will take effect as early as September 1, 2026, but the full regime, under which only registry participants will be able to organize circulation, will launch only on July 1, 2027. Until then, exchangers can operate under the old rules, but the new advertising relaxations do not apply to them. They are simply not in the registry, which the Central Bank has not even opened yet.

This creates a strange regulatory mismatch. The law provided for transitional mechanisms, but in practice, the market falls into a gray zone: the new rules already exist, while the infrastructure for their application is just being launched.

My analysis: Such a two-stage system looks like an attempt by the authorities to maintain control while simultaneously signaling legalization to the market. However, for businesses, this means strategic uncertainty. Those who manage to enter the Central Bank's registry before July 2027 will gain a competitive advantage in advertising. The rest will have to either take risks by continuing to operate outside the new framework or go underground. I recommend that market participants start preparing documents for registry entry now to avoid missing the window of opportunity.
