Cryptoadvertising in Russia: a strange transitional period and new rules of the game

Starting September 1, 2026, new rules will come into effect in Russia that, for the first time in two years, will allow advertising services for organizing cryptocurrency circulation. However, as my analysis shows, the ban on advertising the digital currencies themselves will remain in force. The market faces a difficult and contradictory transition period that will require participants to exercise particular caution and legal precision.

The logic of the 2024 ban

Until recently, the answer to the question about advertising cryptocurrency and related services was extremely simple: it is prohibited. Federal Law No. 221-FZ of August 19, 2024, introduced a broad ban on advertising not only the digital currency itself but also any goods, works, and services related to its circulation. The wording proved so extensive that even advertisements for purchasing USDT or exchanging Bitcoin, as well as advertising for crypto exchanges and exchange offices, fell under the prohibition.

From a legal standpoint, this ban was quite logical. At that time, Russia completely lacked regulation of cryptocurrency circulation organization. The state effectively prohibited advertising something that had no legal framework. The situation reached the point of absurdity: when mining was legalized, major advertising platforms such as Yandex.Direct banned its promotion at the same moment. Meanwhile, as observations show, the market did not particularly suffer—advertising for exchange offices and mining continued to exist in gray areas, for example, in Moscow City listings.

What changes in September

Now the situation is changing dramatically. Federal Laws No. 282-FZ and No. 283-FZ of 04.08.2026 have been adopted, creating a regulated framework for cryptocurrency circulation. The first law defines legal market participants, while the second introduces amendments to related laws, including the advertising law. From September 1, 2026, advertising of the cryptocurrency itself (BTC, ETH, USDT) remains prohibited. You cannot make Bitcoin the "asset of the week" or promise growth for a specific coin. However, advertising services for organizing circulation will now be allowed, but only for participants on the Central Bank's registry.

Here lies the main nuance. The new advertising conditions take effect as early as September 1, 2026, but the full regime, under which organizing circulation is permitted exclusively to registry participants, is activated only on July 1, 2027. This means that exchange offices not included in the registry (which the Central Bank has not even opened yet) cannot advertise under the new rules but are also not required to cease operations until 2027. This creates a strange transition period where new rules already exist, but the infrastructure for their application has not yet been launched.

My analysis: This regulatory desynchronization creates a zone of uncertainty for businesses. On the one hand, legal players will gain access to advertising; on the other, those who fail to make it into the registry will remain in the shadows. I recommend that market participants prepare their legal framework now and closely monitor the Central Bank's draft orders to avoid ending up outside the legal field.
