By 2030, half of all business processes in construction and housing and communal services will be transferred to artificial intelligence algorithms. This ambitious target was announced by Deputy Minister of Construction and Housing and Utilities Konstantin Mikhaylik, calling this figure colossal.
Speaking at the plenary session of the "Cities of the Future" forum in Perm, the official suggested imagining that every second action in the industry would be automated. This is not just about digitalization, but about a fundamental transformation of approaches to management and operation.
Three platforms as the foundation of the digital era
To achieve the target indicators, KPIs for regions and federal authorities have already been set for 2026. A key condition for the transition will be the implementation of standard digital solutions and the abandonment of fragmented systems in favor of a unified data format.
The authorities plan to approve three basic platforms. The first will cover construction management, the second — utility infrastructure, and the third will link them to the "Smart City" project. Such a combination will make it possible to unify data formats across the entire industry, which is critically important for training AI models.
Mikhaylik named low data quality, an outdated technology stack aged 10–20 years, and the need for mass retraining of personnel as the main obstacles to digitalization. At the same time, he predicted that by 2029, management decision-making in the sector will change beyond recognition — every stage of the construction cycle will be "wired" with artificial intelligence.
AI penetrates the public sector and related industries
Transport has become another area where the state is betting on algorithms. President Vladimir Putin ordered the use of AI to forecast demand, optimize schedules, and route networks of public transport, calling such tools a way to radically improve the efficiency of the industry.
The foundation for domestic models is internal data arrays. Prime Minister Mikhail Mishustin approved a list of instructions under which scientific research data will be opened for training sovereign AI models, provided that the intellectual property rights of authors are reliably protected.
Medicine remains one of the most illustrative examples of digitalization. Yandex registered the company "Yandex Med" to develop medical software, and the "MosMedAI" platform has already united more than two thousand clinics from 75 regions and processed over 16 million radiology studies.
With the expansion of technology use, security requirements are also tightening. The Big Data Association added requirements for working with AI to the industry standard for information protection. Its members — Sber, Yandex, VK, Avito, Rostelecom, and HeadHunter — have committed to regularly assessing process security and training employees.
The scale of implementation is also reflected in the market size. According to the baseline forecast of the AIANA agency, the Russian artificial intelligence market will grow from 316.1 billion rubles to 830 billion by 2030, and under a favorable scenario — to 1.12 trillion rubles.
My analysis: The announced plans look ambitious but realistic, provided data consolidation. The key risk is not technology, but the human factor and information quality. It is the unification of formats and the creation of unified platforms that will become the catalyst that either ensures a breakthrough or slows down the entire process. Investors should closely monitor companies already working in this direction — they will become the beneficiaries of the upcoming digital revolution.
