The American digital infrastructure market is facing a new challenge: municipalities are one by one introducing strict restrictions on the construction of data centers. Authorities in Austin, one of Texas's key technology hubs, have already begun drafting regulatory barriers for new facilities. The reason is the growing strain on local power grids and water resources, which is becoming critical for regions with arid climates.
Austin is not a pioneer in this trend. Similar bans or temporary moratoriums are already in effect in a number of Texas cities, as well as in North Carolina, Kentucky, and New Jersey. This is a signal that an industry long considered a driver of economic growth is now being perceived as a source of environmental risks.
Scale of the problem: numbers that cannot be ignored
My calculations and industry data confirm the seriousness of the situation. Power plants supporting data centers in seven U.S. states consume approximately 3.4 trillion gallons of fresh water annually. This is comparable to the yearly water consumption of a major metropolis. Moreover, server cooling is just the tip of the iceberg: a significant portion of resources goes toward maintaining power supply infrastructure.
It is especially telling that, already at the start of this year, at least 75 data center projects with a total value of about $130 billion faced organized resistance from local communities. These are not isolated protests but a systemic shift in public perception. Residents and municipalities are demanding from operators not only economic benefits but also a responsible approach to resources.
Analyst's view: what this means for the market
In my opinion, we are witnessing the beginning of a long-term transformation. Operators will have to rethink their capacity siting strategies, betting on regions with surplus renewable energy and innovative cooling systems, such as immersion cooling. Those who fail to adapt risk facing project freezes and rising capital expenditures. Smart players are already investing in modular solutions and water recycling—this will become the new standard of competitiveness in the coming years.
