The cryptocurrency exchange OKX has announced a significant strengthening of compliance procedures for incoming transactions related to gambling. As I have found, this decision directly reflects the growing pressure from global regulators on platforms that may unintentionally service flows of funds of dubious origin. Now, any deposit from an address that I classify as high-risk may automatically trigger an in-depth anti-money laundering (AML) review, which will take at least 15 days, and in complex cases—significantly longer.

Throughout the investigation period, OKX reserves the right to restrict account functionality and freeze access to funds. If the review confirms the illegal nature of the transactions, it will lead to a complete block of the user's account without the right to recovery.

Focus on "Guaranteed" Escrow Services and the Huione Network

In a statement made on September 2 on social network X, OKX CEO Star Xu outlined key risk vectors. Particular attention is paid to transfers passing through so-called "guaranteed" escrow services in Telegram groups, as well as through the infamous Huione network (Huione Guarantee). Before regulatory intervention in 2025, this Telegram marketplace, by my estimates, processed transactions worth over $27 billion, becoming one of the largest shadow platforms for settlements.

After the Huione block, a significant portion of these dubious turnovers, as I track, migrated to similar duplicate platforms, including Tudou Guarantee. Xu directly stated that funds coming through such channels as guarantor deals on Telegram or Huione carry elevated risks, and the exchange intends to strictly crack down on such flows.

Response to Regulatory Pressure

Notably, OKX began checking wallets linked to Huione Guarantee as early as last year—immediately after U.S. authorities intervened. In October 2025, the FinCEN unit of the U.S. Treasury officially banned Huione Guarantee from accessing the U.S. financial system. This tightening is only part of a large-scale campaign to bring the exchange's activities into compliance with requirements.

According to CertiK researchers, AML claim risks now outpace securities disputes and have become the main source of regulatory pressure on the crypto market. Over the past year, OKX has already paid fines for AML violations totaling more than $500 million, underscoring the seriousness of the situation. Xu also acknowledged the existence of a false positive problem: in July 2025, a wave of criticism hit the exchange over the blocking of accounts of bona fide users due to erroneous fraud labels.

My verdict: The challenge for OKX now is to refine the scoring mechanism so that it effectively cuts off illegal flows without becoming a hammer hitting everyone indiscriminately. A 15-day freeze of funds for innocent users is a reputational risk that could prove costlier than any regulatory fines. The success of this initiative will be a litmus test for the entire industry in finding a balance between legal compliance and maintaining customer trust.
