The cryptocurrency exchange OKX is drastically tightening its policy regarding incoming transactions that may be linked to gambling and associated "gray" schemes. This has been long overdue in the industry, and now the platform is moving from words to action by implementing a multi-stage system for filtering risky deposits.

OKX CEO Star Xu has confirmed that any transfer from an address flagged as high-risk can now automatically trigger a full AML review. This process will not be quick: freezing funds and restricting account functionality may last from 15 days or more. If the investigation confirms the illegal nature of the funds' origin, the user risks losing access to their account completely and permanently.

The Hunt for "Guarantors" and Shadow Marketplaces

First and foremost, the new regulation targets transfers initiated through so-called "guaranteed" escrow services. This refers to Telegram groups and platforms like Huione Guarantee, which for a long time served as major hubs for illegal operations. It is worth recalling that before regulatory intervention in 2025, more than $27 billion had passed through the Huione network alone, making it one of the largest shadow financial structures in the crypto industry.

"Funds coming through channels such as guarantor deals in Telegram groups, Huione, and similar platforms may carry elevated risks," Xu stated, sending a clear signal to the market that OKX no longer intends to turn a blind eye to such flows.

A Systemic Response to Regulatory Pressure

This move is not merely a whim of the exchange but a forced measure within a broader campaign to survive in the new reality. Pressure from global financial authorities has reached a critical point. In the past year alone, OKX has paid fines for AML violations exceeding $500 million. Moreover, in October 2025, FinCEN (a division of the U.S. Department of the Treasury) officially banned Huione Guarantee from accessing the U.S. financial system, making dealings with this network even more toxic.

However, as I have repeatedly noted in my analytical reviews, such a strict policy has a downside. In July 2025, the platform faced a wave of criticism: due to overly aggressive algorithm behavior, accounts of legitimate users were blocked when their transactions were mistakenly flagged as fraudulent.

My commentary: Implementing 15-day reviews is a double-edged sword. On one hand, it is a necessary step to clean up the reputation and reduce regulatory risks. On the other, the exchange risks alienating retail traders for whom speed is a key factor. The question is whether OKX can fine-tune the system well enough to avoid blocking innocent users, or whether we will witness another round of "false positives" that undermine trust in the platform.
