The cryptocurrency exchange OKX has announced a significant strengthening of its compliance procedures aimed at cutting off channels for funds linked to gambling and illegal guarantee services. This decision is not merely a formality but a direct response to growing pressure from regulators and the need to clean up liquidity flows. Now, transfers from addresses flagged as high-risk will automatically trigger a full AML review, which may take 15 days or more.
During this period, the exchange reserves the right to restrict account functionality and freeze access to funds. Moreover, if the investigation confirms the illegal origin of transactions, the user risks losing control of their account entirely. This is a tough but predictable measure amid tightening global financial monitoring standards.
Focus on "guaranteed" escrow schemes
OKX founder and CEO Star Xu has outlined key risk areas in his public statements. First and foremost, these are transfers initiated through so-called "guaranteed" escrow services in Telegram groups, as well as through the notorious Huione Guarantee network. According to my data, before regulatory intervention in 2025, this Telegram marketplace processed transactions exceeding $27 billion, making it one of the largest shadow platforms for money laundering.
After Huione Guarantee was blocked by U.S. authorities, particularly the FinCEN division, volumes quickly shifted to similar platforms such as Tudou Guarantee. OKX, tracking this dynamic, began checking wallets associated with Huione as early as last year. Now, oversight has been expanded to all related structures, including new guarantee services attempting to fill the vacated niche.
The cost of error and reputational risks
The tightening of controls coincides with a report from CertiK analysts, who confirm that AML-related risks now outpace even securities disputes, becoming the primary source of regulatory pressure on the crypto industry. Notably, over the past year alone, OKX has paid more than $500 million in fines for AML violations. These are colossal costs that compel the exchange to act proactively.
However, the new policy also carries reputational costs. Star Xu acknowledges that the platform sometimes mistakenly flags transfers from legitimate users. In July 2025, OKX faced a wave of criticism after mass account blocks due to false fraud labels. The question is whether the new 15-day review mechanism can effectively filter out illegal flows without harming the legitimate interests of depositors. We will see the answer in the near future.
My take: this is an inevitable stage in the industry's evolution. Exchanges that fail to integrate advanced AML solutions are doomed to extinction under regulatory pressure. However, the key challenge is to build a system that is not only "punitive" but also "preventive," using on-chain analytics to minimize false positives.
