The Russian Ministry of Finance has triumphantly returned to the government borrowing market after a long pause. During an auction held on September 2, 2026, the agency sold the entire volume of the new issue of floating-rate bonds, series 29031, worth 1 trillion rubles. Such a large one-time placement had not been seen since November 2025, making this event a landmark for the entire debt market.
Details of the record deal
Investor demand proved impressive, exceeding supply by almost 1.4 times and reaching 1.424 trillion rubles. This is a clear signal of significant appetite for ruble-denominated instruments with variable yields. The weighted average placement price was 92.5122% of par value, while the cut-off price was set at 92.5%. The Ministry of Finance's revenue from the sale of securities maturing in July 2042 reached 938.9 billion rubles.
It is important to note that the new instrument has technical features that distinguish it from previous floaters. Here, the coupon yield is tied not to the standard RUONIA rate, but to its three-month term version with daily capitalization and a seven-day lag. Coupon payments will be made quarterly.
Overcoming the pause and context
This auction was the first successful one after the agency announced a suspension of trading in July to stabilize market conditions. Previous placement attempts had failed due to pricing disagreements with market participants. However, this time the Ministry of Finance managed to find a compromise, indicating a normalization of the situation and mutual understanding between the issuer and the largest investors.
This activity in the debt market is developing in parallel with the formation of a legal framework for the cryptocurrency industry. The Ministry of Finance has prepared rules under which non-qualified investors will be able to invest in a limited pool of assets: Bitcoin, Ethereum, BNB, XRP, as well as the stablecoins USDT and USDC. The annual investment limit through a single intermediary will be 300 thousand rubles, and access will be granted based on a capitalization criterion — at least 5 trillion rubles on average over two years. Deputy Minister Ivan Chebeskov emphasizes that for most citizens this is a significant but limited amount, and detailed rules for stablecoins will appear later.
