The Quantum Race: The US Maintains Its Lead, but China Is Gaining Momentum

The United States still holds a narrow but noticeable advantage over China in the fields of quantum information science, engineering, and technology (QISET). However, as my calculations and analysis of the latest report show, this gap is rapidly narrowing, and in the next few years we may witness a complete shift in leadership.

The assessment of the two superpowers' positions was conducted across five key areas: innovation, industrial potential, market ecosystem, talent pool, and government levers of control. The U.S. dominates in four of them, but China confidently surpasses its competitor in the last category, thanks to its centralized strategy, strong government support, and long-term planning.

U.S. Strengths: Science, Software, and Capital

American researchers remain trendsetters in fundamental science. They account for 35% of the most cited scientific publications on quantum technologies in 2025, while China's share is 23%. The U.S. is particularly strong in quantum error correction — 55% of the most cited patents in this field belong to American authors, compared to 18% for China.

The software ecosystem is another powerful asset for the States. Tools like IBM's Qiskit and Google's Cirq have become de facto standards for developers worldwide. By December 2025, Qiskit downloads exceeded 450,000, while its Chinese counterpart PyQPanda barely reached 4,000. The gap in market appeal is enormous.

In private investment, the U.S. is also ahead: by 2024, announced investments in the quantum sector reached approximately $5.3 billion. American companies have deployed between 39 and 73 quantum computers (compared to 15–18 in China, though Chinese data is likely understated due to lower transparency).

China's Breakthrough: Materials, Networks, and Scale

China is showing explosive growth in critically important areas. In the segment of advanced quantum materials, Chinese scientists contribute about 50% of the strongest publications — a direct result of a long-term and coordinated government strategy. In quantum algorithms, China has already surpassed the U.S. in patents by a ratio of 5:2.

China's most impressive success is in quantum networks. The country has deployed quantum key distribution (QKD) infrastructure totaling 6,277 miles, as well as a direct quantum communication network spanning 186 miles. For comparison, the largest American projects are regional test segments of 124 and 98 miles. The U.S. has deliberately not prioritized QKD, citing implementation challenges, but China seems to see no obstacles.

Manufacturing and Talent: America's Achilles' Heel

The most alarming signal for the U.S. is the gap in manufacturing costs. Building clean rooms in America costs $800–1,000 per square foot, while in China it is about $150, with local authorities subsidizing up to 30% of costs. This creates a huge advantage for Chinese scaling.

The talent issue also plays into Beijing's hands. Since 2020, China has been producing over 50% more STEM PhDs annually than the U.S. The American system, while still open to foreign talent, faces growing competition for the best minds.

Government funding for quantum technologies in China by the end of 2024 is estimated at approximately $15 billion, compared to $6 billion invested by the U.S. over the past seven years. The Chinese model — centralized, with state laboratories and long-term plans — is proving its effectiveness in scaling.

My analysis: The outcome of the quantum race will be determined not so much by scientific breakthroughs as by each system's ability to turn laboratory experiments into industrial, scalable, and commercially viable products. The U.S. still leads in innovation and ecosystem, but China, leveraging administrative resources and massive investments, is building the infrastructure of the future. If America does not accelerate the industrialization of its developments and solve the problem of production costs, the gap could disappear within three to five years. The cryptography and blockchain market, directly dependent on quantum resilience, should closely monitor this rivalry.
