Top crypto portfolios of Ukrainian officials: 100 BTC from the leader and a 16% increase in declarations

In 2025, Ukrainian civil servants filed 2,861 declarations indicating digital assets — a 16% increase compared to the previous year. The total data set covers 654,159 documents, of which nearly three thousand contain information about cryptocurrency. Notably, 265 such declarations were filed late, after April 1, 2026, indicating ongoing compliance challenges in this area.

Record holders for Bitcoin, Ethereum, and USDT

The largest Bitcoin portfolio was declared by Oleksandr Kizlyar, a deputy of the Khmelnytskyi District Council — 100 BTC. As of June 10, 2026, this asset was valued at 278.8 million hryvnias (approximately 500 million rubles). Second place went to People's Deputy and Chairman of the Rada Committee on Environmental Policy, Oleh Bondarenko, with 80 BTC worth 223 million hryvnias. Third place was taken by Kristina Pavlova, an employee of the Dnipro City Council's Department of Improvement, who declared 20 BTC valued at over 55.7 million hryvnias.

In the Ethereum owner ranking, Oleksandr Kizlyar again leads — 1,000 ETH worth nearly 74 million hryvnias. He is followed by Kristina Pavlova with 130 ETH (9.6 million hryvnias) and Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor's Office, with 100 ETH valued at about 7.4 million hryvnias. For USDT stablecoins, the record holder was Anna Fazikosh, head of the Zakarpattia Court of Appeal, who declared over 1.019 million USDT (almost 46 million hryvnias). In second place is Pavlo Shandra, a deputy of the Odesa District Council, with 719,000 USDT (over 32.4 million hryvnias), and in third place is Maksym Kyselov, director of the Kyiv Research Institute of Forensic Examinations, with 647,000 USDT (over 29.1 million hryvnias). Separately, I note that six declarations for 2025 with cryptocurrency data are closed to public access for unknown reasons — this is a troubling signal for the transparency system.

Who most actively declares digital assets

Cryptocurrency is most frequently declared by employees of the National Police — accounting for 548 declarations, or 19% of all cases. They are followed by prosecutors (358 declarations) and military personnel of the Armed Forces of Ukraine (240). Representatives of the judicial system (223) and city council employees (198) also contribute a notable share. Among People's Deputies of the Verkhovna Rada, only 16 out of 391 declared digital assets — about 4%, indicating low prevalence of crypto among the highest political echelon.

Geographically, over 25% of all declarations with cryptocurrency came from Kyiv — 820 documents. The capital is followed by Kyiv (277), Dnipropetrovsk (215), Kharkiv (200), and Lviv (174) regions. This is logical: large cities are centers of financial and technological activity.

My analysis: The 16% increase in declarations and the emergence of portfolios of 100 BTC among regional deputies is a clear signal that crypto assets are becoming an integral part of Ukraine's financial system. However, the closure of six declarations and late filings raise questions about control and reporting honesty. The market awaits stricter regulation, and this data is just the tip of the iceberg.
