Analysis of crypto declarations of Ukrainian officials: 100 BTC from the leader and a 16% increase
In 2025, Ukrainian civil servants filed 2,861 declarations indicating digital assets, which is 16% more than in 2024. This is a significant signal pointing to the growing integration of cryptocurrencies into the financial portfolios of the elite. The absolute record holder was Oleksandr Kizlyar, a deputy of the Khmelnytskyi District Council, who declared 100 BTC. At the time of filing (June 10, 2026), this portfolio was valued at 278.8 million hryvnias, equivalent to approximately 500 million rubles.
Top 3 in Bitcoin, Ethereum, and USDT
Second place in terms of Bitcoin volume was taken by Oleh Bondarenko, a People's Deputy and head of the Verkhovna Rada Committee on Ecology — 80 BTC worth 223 million hryvnias. The top three is rounded out by Krystyna Pavlova, an employee of the Dnipro City Council's Department of Improvement, with 20 BTC (over 55.7 million hryvnias).
In the Ethereum owner ranking, Oleksandr Kizlyar also dominates — 1,000 ETH (about 74 million hryvnias). He is followed by Krystyna Pavlova (130 ETH, 9.6 million hryvnias) and Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor's Office (100 ETH, ~7.4 million hryvnias).
The largest volume of USDT stablecoins was declared by Anna Fazikosh, head of the Zakarpattia Court of Appeal — over 1.019 million USDT (almost 46 million hryvnias). Second place goes to Pavlo Shandra, a deputy of the Odesa District Council (719,000 USDT, over 32.4 million hryvnias), and third to Maksym Kyselov, director of the Kyiv Research Institute of Forensic Examinations (647,000 USDT, over 29.1 million hryvnias). It is worth noting that six declarations for 2025 with cryptocurrency are closed to public access for unknown reasons.
Who Declares Cryptocurrency Most Actively
Digital assets are most often indicated by employees of the National Police — 548 declarations (19% of the total). They are followed by prosecutors (358) and military personnel of the Armed Forces of Ukraine (240). Representatives of the judicial system (223) and city councils (198) contribute a notable share. Among People's Deputies of the Verkhovna Rada, only 16 out of 391 declared cryptocurrency — about 4%, which indicates the still low popularity of digital assets among the highest political echelon.
Geographically, over 25% of all crypto declarations come from Kyiv — 820 documents. This is followed by Kyiv (277), Dnipropetrovsk (215), Kharkiv (200), and Lviv (174) regions.
Expert opinion: The 16% year-on-year increase in the number of declarations with cryptocurrency is a clear trend confirming that the Ukrainian bureaucracy is gradually adapting to digital assets. However, the concentration of large portfolios (100 BTC, 1,000 ETH) among individuals raises questions about the origin of funds and requires closer attention from anti-corruption authorities. The transparency of such declarations is a key factor for trust in the system.
