Cryptocurrency portfolios of Ukrainian officials: record holder declared 100 BTC worth 278.8 million hryvnias
In 2025, Ukrainian civil servants filed 2,861 declarations indicating cryptocurrency assets. This figure is 16% higher than the previous year's data, indicating a growing integration of digital assets into the financial portfolios of government officials.
Out of the total number of declarations filed (654,159), nearly three thousand contained information about digital assets. Notably, 265 of them were filed late — after April 1, 2026, which may indicate certain difficulties with meeting deadlines or a reluctance to disclose information in a timely manner.
Leaders in Bitcoin, Ethereum, and USDT
The largest Bitcoin portfolio was declared by Khmelnytskyi District Council deputy Oleksandr Kizlyar — 100 BTC, valued at UAH 278.8 million (approximately 500 million rubles) as of June 10, 2026. Second place went to People's Deputy and head of the Rada Committee on Environmental Policy Oleh Bondarenko with 80 BTC worth UAH 223 million. Rounding out the top three is an employee of the Dnipro City Council's Department of Improvement, Kristina Pavlova, with 20 BTC valued at over UAH 55.7 million.
In the Ethereum owner ranking, Oleksandr Kizlyar also leads — 1,000 ETH worth nearly UAH 74 million. He is followed by Kristina Pavlova with 130 ETH (UAH 9.6 million) and a representative of the Kyiv City Prosecutor's Office, Iryna Sukhovetruk, with 100 ETH valued at about UAH 7.4 million.
The most USDT stablecoins were declared by the head of the Zakarpattia Court of Appeal, Anna Fazikosh — over 1.019 million USDT, equivalent to nearly UAH 46 million. In second place is Odesa District Council deputy Pavlo Shandra with 719,000 USDT (over UAH 32.4 million), and in third place is the director of the Kyiv Scientific Research Institute of Forensic Examinations, Maksym Kyselov, with 647,000 USDT (over UAH 29.1 million).
Notably, six declarations for 2025 containing cryptocurrency data have been closed to public access for unknown reasons.
Who Declares Cryptocurrency Most Actively
Digital assets are most often indicated by employees of the National Police — accounting for 548 declarations, or 19% of all cases. They are followed by prosecutors (358 declarations) and military personnel of the Armed Forces of Ukraine (240).
A significant share also comes from representatives of the judicial system (223 declarations) and city council employees (198). Among People's Deputies of the Verkhovna Rada, 16 out of 391 declared cryptocurrency — about 4%.
Geographically, over 25% of all declarations with cryptocurrency came from Kyiv — 820 documents. The capital is followed by Kyiv (277), Dnipropetrovsk (215), Kharkiv (200), and Lviv (174) regions.
My analysis: The 16% annual growth trend in cryptocurrency asset declarations among Ukrainian officials reflects not only an increase in transparency but also a real rise in the share of digital currencies in the financial portfolios of the elite. It is particularly telling that the largest holders are deputies and judges, not IT specialists. 100 BTC per person is a serious signal for the market: institutional adoption of cryptocurrencies in Ukraine is reaching a new level, even despite regulatory risks.
