Top-10 Ukrainian officials with crypto wallets: the record holder owns 100 BTC

In 2025, Ukrainian civil servants filed 2,861 declarations indicating crypto assets — 16% more than the previous year. The data I analyzed shows that out of 654,159 declarations filed, nearly three thousand contained information about digital assets. Notably, 265 of them were submitted late, after April 1, 2026.

The absolute record holder in terms of Bitcoin volume was Khmelnytskyi District Council deputy Oleksandr Kizlyar. He declared 100 BTC, which as of June 10, 2026, was valued at UAH 278.8 million (about RUB 500 million). Second place belongs to People's Deputy and Chairman of the Rada Committee on Environmental Policy Oleh Bondarenko with 80 BTC (UAH 223 million). Third place is held by Kristina Pavlova, an employee of the Dnipro City Council's Department of Improvement, with 20 BTC worth over UAH 55.7 million.

Leaders in Ethereum and USDT

In the Ethereum owner ranking, Oleksandr Kizlyar again leads with 1,000 ETH worth nearly UAH 74 million. Next are Kristina Pavlova with 130 ETH (UAH 9.6 million) and Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor's Office, with 100 ETH valued at about UAH 7.4 million.

For USDT stablecoins, the top spot is held by Anna Fazikosh, Chair of the Zakarpattia Court of Appeal, with over 1.019 million USDT, equivalent to nearly UAH 46 million. In second place is Odesa District Council deputy Pavlo Shandra with 719,000 USDT (over UAH 32.4 million), and third is Maksym Kyselov, Director of the Kyiv Research Institute of Forensic Examinations, with 647,000 USDT (over UAH 29.1 million). Six declarations for 2025 with cryptocurrency are closed to public access for unknown reasons.

Who declares crypto most actively

Digital assets are most frequently declared by employees of the National Police, accounting for 548 declarations, or 19% of all cases. They are followed by prosecutor's office workers (358 declarations) and Ukrainian Armed Forces servicemen (240). Representatives of the judicial system (223) and city council employees (198) also account for a notable share. Among People's Deputies of the Verkhovna Rada, 16 out of 391 declared cryptocurrency — about 4%.

Geographically, over 25% of all declarations with cryptocurrency came from Kyiv — 820 documents. The capital is followed by Kyiv (277), Dnipropetrovsk (215), Kharkiv (200), and Lviv (174) regions.

Expert opinion: The 16% annual increase in declarations with crypto assets indicates not so much a rise in officials' wealth as a gradual legalization and recognition of cryptocurrency as an asset. However, the presence of 100 BTC held by a district deputy is a signal for checking income sources. Ukraine continues to be one of the most "crypto-active" countries in Eastern Europe among civil servants, which requires stricter control over the origin of funds.
