Trump signed executive orders for the US transition to post-quantum cryptography: a new frontier in cybersecurity

On June 22, the U.S. President signed two executive orders that fundamentally change the approach to national cybersecurity and technological leadership. These documents set strict deadlines for transitioning federal systems to post-quantum cryptography (PQC) while simultaneously accelerating the development of quantum computing. This is not just a bureaucratic initiative—it is a direct response to the "harvest now, decrypt later" threat actively used by foreign adversaries.

Cybersecurity: Strict Deadlines for PQC

The first order recognizes that current cryptographic standards are vulnerable to quantum attacks. Federal agencies must appoint PQC migration leaders within 30 days. Key deadlines: transitioning all valuable assets and high-impact systems to PQC for key establishment by December 31, 2030, and for digital signatures by December 31, 2031.

The Department of Commerce, through NIST, will launch a pilot migration project that must be completed by December 31, 2027. Additionally, within 270 days, the DHS and CISA will issue guidance on cryptographic bill of materials to automate risk assessment. Federal contractors must comply with PQC standards by the end of 2030.

Quantum Innovation: From Labs to Commerce

The second order shifts focus to the commercialization of quantum technologies. The "Quantum Computer for Applied Development and Fundamental Science" (QC-ADDS) initiative aims to create the first quantum computer accessible to the scientific community. Agencies must submit five-year plans for deploying quantum sensors and networks, while the Department of Defense is required to launch at least three projects by September 30, 2028.

The FBI will expand counterintelligence activities to protect research from espionage. The Department of Commerce will analyze supply chains and implement standards in the private sector, using pre-orders and competitive awards to stimulate domestic production.

My analysis: These orders are a signal for the entire market. Federal contracts will drive PQC adoption, and companies that fail to prepare by 2030 risk losing access to government procurement. The crypto industry should take note: the quantum threat to blockchains and digital assets is becoming not hypothetical but very real. Those who start migrating to post-quantum algorithms now will gain a strategic advantage.
