Trump signed executive orders for the US transition to post-quantum cryptography: deadline 2030

On June 22, the U.S. President signed two historic executive orders that fundamentally change the approach to national cybersecurity and scientific-technological development. These orders focus on transitioning to post-quantum cryptography (PQC) and accelerating quantum innovation. These are not just bureaucratic documents — they are a roadmap that will affect every corner of federal IT infrastructure and, ultimately, the entire market.

Cybersecurity: Tight Deadlines for Federal Agencies

The first order recognizes the threat of the "harvest now, decrypt later" tactic actively used by foreign adversaries. The document mandates all federal agencies to migrate critical assets to PQC algorithms approved by NIST. Key deadlines: by December 31, 2030, for encryption key configuration; by December 31, 2031, for digital signatures.

Each agency must appoint a migration officer within 30 days. NIST will launch an internal pilot project that must be completed by the end of 2027. The Department of Homeland Security and CISA will issue guidance on "cryptographic bill of materials" to automate risk assessment. Federal contractors will also be required to comply with PQC standards by 2030.

Innovation: The Race for Quantum Supremacy

The second order shifts focus to commercialization and domestic production. It launches the "Quantum Computer for Applied Development and Fundamental Science" (QC-ADDS) initiative. The goal is to deploy at least one quantum system at the Department of Energy and provide access to it for the scientific community.

The Department of Defense is required to implement at least three projects in quantum sensors and networks by September 30, 2028. The FBI will expand counterintelligence activities to protect research from espionage. The Department of Commerce will conduct a supply chain analysis and implement standards in the private sector. Pre-orders and competitive prizes will be used to stimulate domestic production, while increased tariff rates will attract talent.

Cryptalist Analysis: This decision is a clear signal to the market: the era of classical cryptography is ending. For the crypto industry, especially Bitcoin and other blockchains, this means the need to accelerate the development of quantum-resistant algorithms. Those who fail to adapt by 2030 risk being left behind. Federal standards will become de facto global standards, and the private sector will be forced to adjust. The question is not whether the quantum threat will materialize, but how quickly we can prepare for it.
