OpenAI is gradually launching GPT-5.6: the Trump administration dictates new safety rules
The AI technology market is entering a new phase of regulation. According to my data, OpenAI has agreed with the U.S. presidential administration on a phased release of the GPT-5.6 model. This is not just a technical update—it is a direct consequence of Executive Order No. 14409, signed by Donald Trump on June 2.
What has changed?
Early access to GPT-5.6 for corporate clients now requires individual approval from federal agencies. In the first phase, each preview account will undergo verification by authorities. This is a radical departure from previous practice, where models were released to all subscribers simultaneously.
OpenAI has already used phased launches before: a nine-month delay for the final version of GPT-2 in 2019, priority access to GPT-5.5 for paid users on April 23, and limited access to the specialized cyber version of GPT-5.5. Now this experience is being scaled to GPT-5.6, with direct government involvement.
Mechanism of federal control
Executive Order No. 14409 requires developers to provide authorities with up to 30 days of prior access to the most powerful models before their public release. Federal officials will not only test algorithms for hidden hacking capabilities but also participate in selecting trusted partners for early access.
The National Security Agency will organize a closed expert review for classifying AI systems. Simultaneously, the Treasury Department is creating a specialized software protection center. While the format of interaction remains voluntary, it is clear that this is only a temporary measure.
My analysis
The introduction of state control over GPT-5.6 releases is a precedent that will change the entire industry. Although officials justify the strict measures by protecting digital infrastructure, former government advisors already call these concerns excessive. OpenAI does not officially comment on the release schedule, but experts predict a launch closer to July. The current agreements with the White House will likely become the standard for all major players, including Anthropic, which has already suspended access to its Fable 5 and Mythos 5 models due to similar requirements.
Analyst's verdict: The AI market is entering an era of mandatory state pre-moderation. For the crypto industry, where decentralization is a key principle, this is an alarming signal. If similar mechanisms are applied to blockchain protocols with AI functionality, we will see significant changes in the regulation of DeFi and smart contracts.
