The Ministry of Digital Development becomes the main regulator of AI in Russia: new rules of the game

The Russian government has taken an important step in shaping the legal framework for artificial intelligence. The Ministry of Digital Development, Communications and Mass Media (Ministry of Digital Development) is officially granted the authority of a single regulator in this field. The corresponding draft resolution has already been published on the portal of regulatory acts, and it introduces fundamental changes to the regulation of the ministry that has been in effect since 2008.

Until now, Russia did not have a single body responsible for regulating AI. This gap is now being closed. The Ministry of Digital Development receives 20 new functions, including shaping state policy, coordinating technology implementation, developing mandatory requirements for AI systems, and harmonizing regulatory documents of other departments. This means the ministry will become a key decision-making center, on which it will depend how exactly algorithms, neural networks, and autonomous systems are regulated.

Risk Classification and Mandatory Requirements

One of the most significant aspects of the document is the introduction of AI system classification by risk level. For high-risk solutions, it is proposed to establish mandatory state registration, conformity assessment, strict requirements for data quality, algorithm transparency, and mandatory human control. Developers may also be required to label content created by AI. This directly affects companies working in the field of generative models, computer vision, and automated decision-making.

In addition to regulatory functions, the Ministry of Digital Development will be involved in supporting developers, developing data centers, implementing AI technologies on the "GosTech" platform, and shaping educational standards. This is a comprehensive approach that covers not only control but also industry stimulation.

The resolution is currently at the stage of interdepartmental discussion and should come into force on September 1. Earlier, in June, the government commission already approved a bill on supporting AI development in Russia, indicating systematic work by the state in this direction.

My analysis: Appointing the Ministry of Digital Development as the single regulator is a logical and long-awaited step. However, the key question is how exactly the requirements for high-risk systems will be applied. Overly strict regulation could slow down innovation, especially for startups. The balance between safety and freedom of development will be the main challenge for the new regulator. Keep an eye on the details of risk classification — they will determine how comfortable the environment will be for AI developers in Russia.
