India on the brink of a historic choice: a specialized committee prepares a report that will determine the fate of crypto regulation

The parliamentary session in India has begun, and the focus is not on the budget or new bills, but on the long-awaited report on Virtual Digital Assets (VDA). This document, being prepared by the relevant committee, could become the foundation for the country's entire future crypto policy. It is its content, not the momentary statements of regulators, that will determine the trajectory of one of the world's largest crypto markets.

Scope and Consultations: Who Participated in Shaping the Report?

Work on the document has been ongoing for several months. The committee held extensive consultations with key players, from the Reserve Bank of India (RBI) to leading crypto exchanges, including CoinDCX, CoinSwitch, WazirX, ZebPay, and Coinbase. This approach underscores the seriousness of the intentions: authorities aim to consider the opinions of all parties before taking a decisive step.

The scale of the Indian market is impressive. According to my data, the country has about 39 million verified cryptocurrency users. The volume of their investments exceeds 20,400 crore rupees (approximately $2.1 billion). Additionally, 54 virtual asset service providers are already registered in India. However, despite such activity, there is still no separate law on cryptocurrencies. Income from crypto trading is taxed at 30%, and each transfer incurs a 1% fee. This creates an extremely unfavorable tax climate.

The Committee's Dilemma: Innovation or Strict Control?

The committee faces a complex dilemma. On one hand, there is the need to support innovation in one of the world's fastest-growing markets. On the other, there are concerns about financial stability, combating illicit finance, and protecting investors. The RBI, it seems, leans toward restraint, supporting the digital rupee but maintaining strict restrictions for banks and regulated companies regarding cryptocurrencies.

The report itself will not change the rules overnight. However, it could become a crucial step toward defining the country's long-term crypto policy. It will set a framework that the industry will rely on in the future. That is why this document deserves close attention—it will determine whether India becomes a global hub for blockchain technologies or continues on a path of cautious, yet highly costly regulation for market participants.

Expert Opinion: India is in a unique position: a huge untapped market potential clashes with an extremely conservative fiscal policy. The committee's report is not just a bureaucratic formality but a signal to the entire global crypto community. If India chooses a path of clear and fair rules, it could become a powerful catalyst for the growth of the entire industry in the Asia-Pacific region.
