Trump's Concession on the Clarity Act: Why This Compromise Will Become the Most Powerful Catalyst for the Crypto Market

President Donald Trump has agreed to a key ethical provision for the Clarity Act, thereby clearing the path for the document to proceed to a vote in the Senate. This event, at first glance, may seem like a minor compromise, but in reality, it removes the last major obstacle to creating a comprehensive federal regulatory framework for the U.S. crypto industry.

Simon Dedik of Moonrock Capital called this agreement the "biggest positive catalyst" for the crypto market in history. And I completely agree with him. Let's break down why this is truly the case.

What was the key issue?

The Clarity Act (H.R. 3633) aims to divide the powers of the SEC and CFTC, transferring primary control over crypto assets to the latter. This would create a clear status for each token, which is critically important for institutional investors. Pension and sovereign wealth funds cannot invest in assets without a clear legal status. JPMorgan analysts directly call this the main trigger for an influx of institutional capital. The House of Representatives approved the document back in the summer of 2025, the Senate Banking Committee supported it in May 2026, but the process stalled due to an ethical amendment prohibiting officials from receiving income from digital assets. Trump, who earned about $1.4 billion from crypto assets in 2025, resisted strict restrictions, fearing personal losses.

Why is the compromise important?

The White House made concessions by accepting stricter wording. Regulatory crypto advisor Patrick Witt confirmed readiness to see the matter through, even postponing military drills. David Sacks, Chairman of the President's Council of Advisors on Science and Technology, openly welcomed this decision. However, the agreement has only been reached with Republicans, and 60 votes are needed to pass the law. Republicans currently hold 53 seats, so it is necessary to attract seven more Democrats. So far, only two of them have declared their support. The timeline is extremely tight: Majority Leader John Thune plans a vote before August 7, otherwise the issue will be postponed to the fall or November.

What will change for the market?

The passage of the Clarity Act will permanently end the fragmented actions of the SEC and CFTC, replacing the era of lawsuits and pressure with clear rules. A repeat of the scale of the FTX collapse will become impossible. Previously, the signing of the GENIUS Act pushed market capitalization above $4 trillion, but the Clarity Act will have an even more powerful impact. For Russian investors, the law has no direct legal force, but the indirect effect will be colossal. The influx of institutional money into the U.S. will boost the liquidity of all assets, and global exchanges will begin operating under new token classification standards, which will also affect platforms used by Russians.

My analysis: This compromise is not just a procedural concession. It is a signal that even the president's personal financial interests are stepping aside in the face of the need for regulatory clarity. If the law is passed, we will witness one of the most powerful bull rallies in BTC history, backed not by speculation but by a fundamental influx of capital from the world's largest funds.
