Artificial intelligence has taken on hogweed: the first automatic fine has been issued in the Moscow region.

A precedent-setting digital control system for the spread of Sosnowsky's hogweed has been launched in the Moscow region. For the first time in Russian practice, a fine for an unremoved weed on a private plot was issued fully automatically — without human involvement, based on aerial survey data and neural network analysis.

The penalty amounted to 150 thousand rubles. The ruling was generated by the system itself, and the landowner received the notification via the government services portal. This is the first case where algorithms, rather than inspectors, initiated administrative proceedings for this type of violation.

Satellite, drone, and cadastre against the weed

The mechanics of the new system work as follows. At the first stage, potential hotspots of hogweed growth are identified from satellites. Then artificial intelligence comes into play: algorithms analyze the images, locate the thickets, cross-reference the coordinates with the cadastral map, and determine the landowner. To rule out errors, the territory is additionally checked with a drone. Only after this is the fine issued — without human involvement.

The first violator was a company owning an overgrown plot. The choice was not random: officials explain it by complaints from local residents.

"About 70% of residents' reports about hogweed growth come specifically from private lands, so the department's task is to find such territories in time, identify owners, and take measures," notes Vitaly Mosin, Minister of Agriculture and Food of the Moscow region.

Municipal lands are treated annually, but private properties always remained an area that the inspection practically could not reach. Now this gap has been closed with technology.

Not the most unpleasant scenario

For those who ignore the order, a harsher option is provided. If the weed is not destroyed in time, the municipality will carry out the treatment independently and recover the costs from the owner through court or within two months. In Klin, 22 hectares of private lands have already been cleared this way, with 14 more territories in the queue.

In parallel, planned treatment of municipal areas is underway. The first stage was completed on 23.5 thousand hectares, and within the second stage, more than 18.3 thousand hectares were re-cleared. All work is planned to be completed by the end of August.

My view: This case is a vivid example of how algorithmic administration is penetrating the most unexpected spheres. For the crypto industry and blockchain, an important trend can be traced here: the automation of control and penalties is becoming the norm, and challenging such decisions without a transparent evidence system will be extremely difficult. The experience of the Ruza district, recognized as successful, will be scaled to the entire region — it is only a matter of time.
