Artificial intelligence has taken on giant hogweed: the first fine was issued without human involvement.
A landmark event for the digitalization of land control has occurred in the Moscow region: a private plot owner has for the first time received a fine for Sosnowsky's hogweed detected using aerial photography and artificial intelligence algorithms. This is the first case where the penalty order was generated entirely automatically, without inspector intervention.
How the system works: from satellite to wallet
The mechanism for identifying violators is built in several stages. First, satellite images capture potential hotspots of weed growth. Then neural networks come into play: algorithms analyze the images, cross-reference the coordinates with the cadastral map, and determine the landowner. To eliminate errors, the territory is additionally checked with a drone, and only after that does the system automatically generate the fine order.
The penalty amount for the first violator was 150 thousand rubles. The notification was sent to the owner via the government services portal. Notably, the first person fined turned out to be a company owning an overgrown plot — as officials explain, it was chosen due to complaints from local residents.
Why this matters
It is telling that about 70% of citizen complaints about hogweed concern private properties. Previously, these territories remained practically unreachable for inspections — behind high fences, the weed thrived freely. Now artificial intelligence closes this gap, making control comprehensive.
The authorities emphasize: if the owner ignores the requirements and does not destroy the weed, the municipality will carry out the treatment independently, and recover the costs through court within two months. In Klin, 22 hectares of private land have already been cleared this way, with 14 more territories in the queue. In parallel, planned work continues on municipal lands: the first stage was completed over an area of 23.5 thousand hectares, and the second — over more than 18.3 thousand hectares. All work is planned to be completed by the end of August.
My view
The success of the pilot project in the Ruza district, which is now being scaled up to the entire region, is only a matter of time. We are witnessing a classic example of how technology changes law enforcement practice: algorithms do not get tired, do not take bribes, and do not turn a blind eye to "minor" violations. For the crypto industry and blockchain, there is also a lesson here: decentralized data verification systems and smart contracts could make such processes even more transparent and protected from manipulation, especially when it comes to fines and land disputes.
